Nazmiyeh (Police) and its Place in the Ideology of Reza Shah's Government

Reza Shah's government can also be considered a government based on an ideology. This ideology has different components and at the same time, based on it, various institutions were created during Pahlavi's rule. Accurate knowledge of the Pahlavi government, especially in the era of Reza Shah, is obtained with a correct understanding of this ideology. Therefore, the state of the Pahlavi government is "linked" to this ideology in a very fundamental way. Looking at its situation, the three most important elements in it were considered the main ideological components of the government, which are: "authoritarianism", "monopolism" and "personalization of power". Of course, nationalism and antiquarianism can also be added to these. In this research, the focus is on the political components of the government's ideology. In sum, according to these three components, the ideological characteristic of Reza Shah's government can be considered as "concentration of exclusive personal power". In the meantime, the military institutions, which Reza Shah had placed the main support of his power on, played a very important role in the continuation of the government and the implementation of its ideology. The "police" was one of the most important of these institutions, which was completely at the service of the "person" of Reza Shah, and before and after he reached the throne, he fulfilled his wishes completely. This article seeks to understand the "problem" of the "police" in the ideology of the government with a descriptive and analytical method. And at the same time, its most important findings are that the "police" based on the principle of "concentration of exclusive personal power", was one of the main tools for creating order and suppressing Reza Shah's opponents. The most important result of this research is that the police played a role in establishing the "concentration of exclusive personal power" mostly by "suppressing and censoring the press", "dominating the elections and parliament" and "suppressing the opponents of the king". And this act was exactly based on the ideology of Reza Shah's government.

The expansion of economic relations in the shadow of diplomatic relations is considered one of the most important approaches to the development of political systems. This issue is especially important for developing countries so that they can implement an important part of their development-oriented policies by insisting on expanding economic relations with international economic powers. The important issue is that the Islamic Republic of Iran has faced deep challenges in achieving its economic development goals, many times, due to the sanctions policies of the United States. This problem becomes more realistic when the economy of the Islamic Republic of Iran is basically uniaxial and based on oil exports. Today, investment is called as the engine of economic growth and since investment leads to the creation of employment, economic growth, social welfare and income for the country and has a significant impact on components such as bargaining, international prestige and dealing with threats. Therefore, Iran's acceptance of China's investment as a superpower in the economic market and its oil strategies, in addition to securing the interests of both countries, will include the realization of the vision of the oil industry and the breaking of American sanctions against Iran. ; Therefore, from the point of view of Iranian politicians, the policy of looking to the East and attracting foreign investment and specifically strengthening political and economic relations with China is a correct strategic policy, which in addition to breaking the sanctions, can lead to internationalization and extensive interaction with the world, especially the countries The Eastern Bloc fought against it with the aim of preventing the United States from building a consensus in the international system and accompanying other international powers.

One of the most important issues in the economy is the role of government in the process of eco-nomic growth and development. Production is a complex and social activity that requires all its con-texts and resources to achieve proper production for society. Therefore, the issue of importance is the manner and quality of government intervention in matters related to the economy and the wel-fare of the people, not the extent of this intervention. In Iran, there is always disagreement among thinkers on which institution is responsible for development. For some, the government has a duty to take the lead in development and to push it forward, but for others, the government is not a good institution to promote development. These groups play a minimal role for the government. This study, by comprehensively examining these two different approaches, examines the views and ideas of three prominent scientists and experts in the field of political economy and focuses on the role of government in development. Azimi introduced development in a more general way and believed that complete development is not possible without the development of all structures. According to him, in the developed world, structural guidance (structuring in the presence of technical domi-nance) is unnecessary and short-term guidance is necessary. The importance of the government in the development process is so great in the idea that the main and most important institution of de-velopment is the "government based on democracy"; And he puts the judiciary and the media in the next ranks. Reiis Dana considers the state to be class in nature and does not examine the state sepa-rately from the global relations of capitalism. This lack of attention has always caused development in a fragmented, unbalanced and unsuccessful country. According to Reiis Dana, development in Iran is due to the development of capitalism, because capitalist development in the world is growing unevenly. Nili believes that government intervention in development, in addition to inefficiency, deprives people of their freedoms. Therefore, Nili looks at the issue from another angle and defends government restrictions on the economy and development by prioritizing freedom over social jus-tice.

Feasibility of Democratic Guarantees in the Principles of the Iranian Constitution

In today's era, there are few governments willing to consider their sovereignty based on domi-nation and force, or hereditary rule and not claiming legitimacy due to the acceptance and support of the people. Although many governments maintain the appearance of democracy (show elections, puppet parties) have an absolute and authoritarian nature. Therefore, observ-ing the principles and determining the principles in the constitution along with the guarantee of implementation is a necessary and sufficient condition for the establishment of democracy in any country. Which provisions of the constitution have satisfied the establishment of de-mocracy in the constitution of Iran? This is the question of this article. The dual control and restraint of power (separation of powers on one hand and the creation of a supervisory body to supervise them on the other) is to control power (check & balance system) and prevent the body of power from violating legal limits and attacking democracy. The following items are among the important means of guaranteeing democracy in Iran's constitution. judicial super-vision (prosecution of crimes caused by abuse of power and civil responsibility); political sur-veillance (investigation, questioning, impeachment); Hierarchical supervision and public su-pervision (parties, publications, commanding good and forbidding evil, principle 8).

Examining the concept of modernity in the thought of Dariush Shayegan and Seyed Hossein Nasr

The contrast between tradition and modernity has always been criticized throughout the histo-ry of political thought, and many thinkers have presented their views in this field in the West-ern and Islamic worlds. Meanwhile, the concept of modernity in the thought of Dariush Shayegan as a free thinker and Seyed Hossein Nasr as a traditional thinker and theorist is ex-amined in this research. The theoretical framework of the research is a combination of Carl Gustav Jung's collective psychoanalysis and other hermeneutics theories. This research aims to answer the question, what is the approach of Dariush Shayegan and Seyed Hossein Nasr in facing modernity? The findings of the research also indicate that Dariush Shayegan as an Ira-nian thinker and intellectual underwent important changes during his intellectual life, and for this reason, his early views have very significant differences with his later opinions. On the other hand, Seyed Hossein Nasr, like Shayegan, is an ardent critic and opponent of modernity, and he believes that reforming religion leads to the deconstruction of religion and that there is no end except secularism and anti-religion. But his full-length defense of religious pluralism makes it difficult to make a final judgment about his thoughts. The method of descriptive an-alytical research and the method of collecting data is documentary.

The Relationship between Ethics and Politics in the Political Philosophy of Thomas Hobbes with an emphasis on Human Nature

Hobbes's tendency to connect the two fields of ethics and politics has a historical background. Historical analysis shows that upon entering the modern era, with Machi-avelli and Hobbes and their contemporaries, politics and ethics find a realistic, relativ-istic, utilitarian and anti-ultra centric nature. Hobbes's systematic explanation of hu-man nature, ethics and politics begins with the fundamental characteristics of humans. He proposes a political system based on two scenarios of the natural state and the gov-ernment (commonwealth). According to him, if the unruly nature of man is not limited by an absolute ruler with full power, the return to the natural state or the war of all against all will be inevitable. Hobbes belonged to his own time and his concern was order, peace and security, and therefore, by combining moral philosophy (natural laws) and political philosophy (civil laws), and presenting an ethical view of human self-preservation, he builds a system consisting of do’s and don'ts based on the description of the characteristics of human nature to form a peaceful government based on the so-cial contract theory to lead everyone towards a society with security. Hobbes's moral philosophy originates from his theory about natural law, and natural law also includes his theory about natural rights. Natural law and natural rights are the two foundations on which Hobbes based his theory of ethics and politics, respectively.

In Iran, all the border areas of the country where the majority of Iranian ethnic groups live are underprivileged and underdeveloped, and ethnic elites are not present in any of the macro and middle administrations, and the diversity of ethnic groups is not viewed as a positive thing and is considered as a threat. The type of security approach to the thinking of radical and ex-tremist groups in the region has caused Sistan and Baluchistan to not have a place in Iran's development basket worthy of the province in the development policies of the country. This article seeks to answer this question by providing a correct analysis based on the institutional approach to political and security damage in Sistan and Baluchistan province. The research method is qualitative and analytical-descriptive. The findings showed that Sistan and Baluchi-stan has not enjoyed a favorable situation in terms of political, economic, and social indicators compared to the neighboring provinces, and in the future, it will cause threats, political and security violence in this province. In recent decades, a number of favorable institutional and governance indicators and relatively favorable economic and social achievements have been realized in Sistan and Baluchistan province. However, with a realistic approach, it should be said that in relation to economic and social indicators, Sistan and Baluchistan province has relatively serious distances from the ideal point, so that the people of these regions and the Sunnis have a sense of experiencing economic, social and political discrimination.

Threats and Opportunities Facing the Foreign Policy of Ebrahim Raisi's Government from the Perspective of "Statement of the Second Step of the Revolution" Using the SWOT Model

The "Statement of the Second Step of the Revolution" that Ayatollah Khamenei, as the leader of the Islamic Republic of Iran, published in 2018 is a document that defines the future strategy of the Is-lamic Republic of Iran; And governments in the Islamic Republic must adjust their policies accord-ingly, foreign policy is no exception to this rule. Ebrahim Raisi's government has tried to adjust its "justice-oriented idealist" foreign policy according to the statement of the second step. One of the characteristics of this "statement" is that it can be found references to internal and external oppor-tunities and threats facing the Islamic system, and by analyzing that text, certain things can be iden-tified. By analyzing the "second step statement" based on the SOWT model, it is possible to deter-mine the opportunities, threats, weaknesses, and strengths, and determine the appropriate strategies for the foreign policy of Ebrahim Raisi's government. Based on the SOWT analytical model, four strategies in the SOWT model, namely SO strategy, ST strategy, WO strategy and WT strategy, are the basis of the analysis. As a result, based on the statement of the second step of the Islamic Revo-lution, four strategies can be designed for the government of Ebrahim Raisi in the period after the 40th anniversary of the Islamic Revolution. First, the Islamic Revolution's "advanced" strategy fo-cusing on internal forces and external opportunities. Second: the "defense" strategy of the Islamic Revolution, looking at internal forces and external threats. Third, the "competitive" strategy of the Islamic Revolution focusing on external opportunities and internal weaknesses. And fourth, the "re-sistance" strategy of the Islamic Revolution, looking at internal weaknesses and external threats.

Iran's Position in Putin's Doctrine of Eurasianism and the most Important Influencing Variables in the Nuclear Relations between two Countries

The position of the Islamic Republic of Iran in Putin's doctrine of Eurasianism, especially after 2012, has gained considerable importance in Russia's foreign policy. In the light of Putin's Eurasianism discourse, the extensive relations between Iran and Russia in the political, economic, military, security, intelligence and nuclear fields were promoted to the level of two strategic allies. The main question raised in this research is, what was Iran's position in Putin's doctrine of Eurasianism? And what have been the most important influencing variables in the nuclear relations between the two countries? The findings of this research, which was carried out in a descriptive-analytical method and with a historical approach, show that the position of Iran in Putin's doctrine of Eurasianism is important in such a way that without Iran, the said doctrine will face serious problems and many variables will affect the increasing nuclear relations. It has been influential between the two countries, which shows the convergence of the societies and domestic elites between the two countries, the anti-Western foreign policy of the two countries, and the current international conditions resulting from the war between Russia and Ukraine.
