The purpose of this study was to investigate the strengths, weaknesses, opportunities and threats of the National Shahab Plan based on the SWOT method. The purpose of the present study is a descriptive and correlational one in terms of purpose and in terms of data collection. Research Population The statistical population in this study is experts and experts in education in district 3 of Tehran. The data collection tool included a questionnaire. After data collection through questionnaire, SWAT method and SPSS 22 software were used for statistical analysis. The results indicate that some of the strengths of the Shahab National Plan that are of interest to everyone include providing guidance and counseling services to students in the context of the Shahab program, promoting the professional activities of teachers, the presence of qualified teachers and teachers and Adequate skills, reducing the damage caused by incorrect choice of course, reducing the loss of motivation in students, putting students on the path to progress from childhood and adolescence, providing background for improving and improving educational strategies and performance, accurate teacher recognition of students Self and talent identification by teacher insight.

Studies in literary religious discourses, including recent Quranic studies, suggest that speech act theory provides the researchers with variable pragmatic tools to interpret meanings that are constructed upon the intention of the speaker. This study draws upon speech act theory (SAT) to analyse the two ubiquitous speech acts of promise and threat in the Holy Quran. Employing the speech acts of promise and threat in the Quran to the detailed analysis of felicity conditions, this study, while arguing for the compatibility of SAT to the language of Quran, concludes that the main impetus behind the speech acts of promise and threat is creating the motivation in the addressees to conduct good and avoid evil deeds; therefore, the rules and conditions that drive the illocutionary force of promise and threat perfectly align with the motivational language of the Holy Quran.

Balancing the strategy of countries against the power of competitors and threats in their operational environment. In the past, the balancing strategy of countries was very simple and based on military means. Today, with the changes that have been made in the nature of power, economic, political and cultural tools have also been proposed in addition to military tools. The change in the nature of power has led to the emergence of soft power alongside hard power, and the surrounding threats of the actors have also changed from hard to mixed. The question is, what is the strategy of the players in the face of the soft and negative threats of competitors based on Islamic discourse? In response to the question, the hypothesis is proposed that passive defense is one of the tools of soft and positive balancing strategy of countries in facing the power and soft and negative threats of competitors. The findings of the research using the qualitative analysis method indicate that the actors in the modern situation are facing emerging threats that are very different from the traditional threats and passive defense is one of the tools to face these threats which has been the attention of the actors for a long time and in the narratives. Islamic and the statements of the supreme leader of the revolution have also received much attention due to Islam's approach to defense against the threats of enemies.

Threats and Opportunities Facing the Foreign Policy of Ebrahim Raisi's Government from the Perspective of "Statement of the Second Step of the Revolution" Using the SWOT Model

The "Statement of the Second Step of the Revolution" that Ayatollah Khamenei, as the leader of the Islamic Republic of Iran, published in 2018 is a document that defines the future strategy of the Is-lamic Republic of Iran; And governments in the Islamic Republic must adjust their policies accord-ingly, foreign policy is no exception to this rule. Ebrahim Raisi's government has tried to adjust its "justice-oriented idealist" foreign policy according to the statement of the second step. One of the characteristics of this "statement" is that it can be found references to internal and external oppor-tunities and threats facing the Islamic system, and by analyzing that text, certain things can be iden-tified. By analyzing the "second step statement" based on the SOWT model, it is possible to deter-mine the opportunities, threats, weaknesses, and strengths, and determine the appropriate strategies for the foreign policy of Ebrahim Raisi's government. Based on the SOWT analytical model, four strategies in the SOWT model, namely SO strategy, ST strategy, WO strategy and WT strategy, are the basis of the analysis. As a result, based on the statement of the second step of the Islamic Revo-lution, four strategies can be designed for the government of Ebrahim Raisi in the period after the 40th anniversary of the Islamic Revolution. First, the Islamic Revolution's "advanced" strategy fo-cusing on internal forces and external opportunities. Second: the "defense" strategy of the Islamic Revolution, looking at internal forces and external threats. Third, the "competitive" strategy of the Islamic Revolution focusing on external opportunities and internal weaknesses. And fourth, the "re-sistance" strategy of the Islamic Revolution, looking at internal weaknesses and external threats.
