An Analysis of the Legal Aspects of the Mandatory Audit Scheme imposed upon the member States of the International Maritime Organization(مقاله علمی وزارت علوم)

All various functions of the International Maritime Organization (IMO) can be categorized into two types: legislation and regulation. IMO’s regulatory function includes different processes with various objectives, principles, and mechanisms. This study investigates one of the main IMO regulatory tools, namely, the Mandatory Audit Scheme of its Member States, by studying its objectives, principles, and processes. In general, this regulatory tool has evolved in the historical course of its formation, transforming from a self-reporting tool to a voluntary and then a mandatory one. The Mandatory audit process is also performed based on specific principles. Accordingly, each flag, coastal, and port state has unique responsibilities in addition to their general duties. Overall, the tool contributes to enhancing accountability of IMO Member States regarding their obligations under IMO Conventions. Moreover, it helps the governments identify problems regarding law enforcement as well as applicable maritime safety and environmental standards, including issues that have helped IMO develop its capacity to meet its objectives.

Derivation of Optimal Transparency of the Central Bank for Minimizing the Output Volatility: The Case Study of Organization of Islamic Cooperation(مقاله علمی وزارت علوم)

This paper aims to optimize the Central Bank transparency level which corresponds to the minimum of output volatility in 28 states of the Organization of Islamic Cooperation (due to the maximum data availability) during the period 2003-2014. For this purpose, the Dincer-Eichengreen index is used, which includes five aspects covering political, economic, procedural, policy, and operational transparency. The index ranges in numerical value from 0 to 15 with 0 being the most opaque and 15 the most transparent. Applying the Arellano-Bond GMM estimation and using the Dincer-Eichengreen index as a proxy of transparency, the result indicates that an increase in the level of central bank transparency will decrease output volatility up to a certain point, after which additional information from central banks begin to exacerbate it. In addition, the effects of other variables (financial depth, first lag of inflation, oil rents-GDP ratio) on output volatility are positive. Therefore, moving with caution towards monetary policy transparency is recommended as output volatility is reduced considerably, implying significant benefits for output stability.

Analyzing the Position of Creativity via Denison’s Model for Organization for the Nurses in Amir al-Momenin and Shahid Beheshti Hospitals

In recent years, scientists have concluded that the outstanding position of successful businesses depend greatly on intangible but strong factors like spirit, potential, creativity and their organizational culture together with their beliefs and values. Relying on these two powerful factors of organizational development, an organization could open up its wings over mountains of prosperity. Recent studies along with many other historical ones have demonstrated that these two factors are among the main factors moving an organization forward. Therefore, the present study aims to investigate the relationship between organizational culture and creativity in nurses working in Amir al-Momenin and Shahid Beheshti Hospitals of Maragheh. This descriptive correlation study was conducted in a statistical population covering all nurses working in these two hospitals from among which, according to Morgan table, a decent statistical sample were selected and the questionnaire was randomly distributed among them. The data for the study were collected through Denson’s standard organizational culture inventory and standard creativity questionnaire both of which were verified for their reliability and validity. The collected data were analyzed using regression test and the Pearson and Spearman coefficients. Results revealed that there is a significant and positive relationship between organizational culture and its dimensions including commitment to cooperation, compatibility, assignments and conformity with creativity in nurses working in Amir al-Momenin and Shahid Beheshti hospitals of Maragheh.

The Effect of Social Undermining and Unethical Interactions in the Organization on Employee Procrastination: The Moderating Role of Positive Psychological Capital(مقاله علمی وزارت علوم)

Introduction: Social undermining is a crime that is committed by a person to reduce the good reputation of others and prevents the establishment of positive relations with them in the organization. The present study was conducted with the aim of investigating the effect of social undermining and unethical interactions in the organization on employee procrastination with regard to the moderating role of positive psychological capital in North Kerman Electric Power Company (NKEPC). Material & Methods: This research is applied in terms of purpose, and in terms of the nature and form of implementation, it is descriptive of the correlation type. The statistical population of this research is 1384 employees of NKEPC in 2022, out of which a sample of 300 people was selected using Cochran's formula. The main data collection tool consisted of four questionnaires, including social impairment questionnaire, emotional fatigue questionnaire, work procrastination questionnaire and psychological capital questionnaire. Also, the analysis has been done using structural equation analysis, Sobel test, SPSS and AMOS software. Results: The results showed that social undermining has a positive and significant effect on emotional exhaustion and procrastination. Emotional exhaustion has a positive and significant effect on procrastination. Also, the moderation of psychological capital was confirmed in the relationship between social undermining and emotional exhaustion, and social undermining and work procrastination. Also, the mediating role of emotional exhaustion in the relationship between social impairment and procrastination was confirmed. Conclusion: It is clear that social undermining both directly and indirectly contributes to the increase of employees' procrastinating behaviors. The findings of this study shed light on the organic mechanism that may encourage employees' procrastination behaviors, as perceived social undermining during the socialization process increases employees' emotional exhaustion.

Excellence of Human Resources in Non-governmental Organizations with a Voluntary Approach in the Volunteers Organization of the Red Crescent Society(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: The excellence of human resources has been one of the basic goals of organizations in recent years, and efforts have been made to create appropriate competitive advantages for the organization. In this research, the excellence of human resources in non-governmental organizations was investigated in the Volunteers Organization of the Red Crescent Society. METHODS: This cross-sectional descriptive research was carried out using a quantitative approach. The statistical population in this research consisted of the employees and volunteers of the Volunteers Organization, among whom 429 individuals were selected using a simple random sampling method. The required data were collected through a researcher-made questionnaire. In order to investigate the research hypotheses, Spearman's correlation and regression tests were used in SPSS-21 software. FINDINGS: According to the opinions of the employees and volunteers of the Volunteers Organization, there was a significant relationship between the excellence of human resources and volunteers activities in service organizations with a volunteer approach. This means that in this organization, improving the conditions of excellence of human resources would increase the willingness to volunteer behaviors in the organization. CONCLUSION: The results showed that various organizations could have effective activities with targeted planning in human resource excellence in the field of social responsibility and doing voluntary activities in the community in such a way that when these activities are planned and continuous, the responsibility of other NGOs or such organizations is reduced.

Analyzing the Impact of Green Policies on Employees' Eco-Initiatives: The Mediating Role of Environmental Concerns and Effective Commitment to the Organization(مقاله علمی وزارت علوم)

This study aims to analyze the effect of green policies on employees' eco-initiatives with the mediating role of environmental concerns and effective commitment to the organization. This study is applied in purpose and uses descriptive and survey methods. The statistical population consisted of 350 employees of environmental organizations in Semnan province. According to Cochran's formula, a sample of 189 individuals was determined using convenience sampling. The data was analyzed using SPSS 16 and Smart PLS-2 software, employing the structural equation modeling approach with the partial least squares method. The results suggest that content validity was assessed through an expert panel, while reliability was evaluated and confirmed using Cronbach's alpha coefficient method and composite reliability. The results indicate that green policies have a positive and significant effect on environmental concerns, effective commitment to the organization, and employees' eco-initiatives. Additionally, environmental concerns have a positive and significant effect on the effective commitment to the organization and employees' eco-initiatives. Moreover, environmental concerns and effective commitment to the organization do not mediate the relationship between green policies and employees' eco-initiatives. Therefore, it is suggested that managers of environmental organizations pay adequate attention to being green in formulating organizational policies so that they can create more commitment and responsibility in employees and thus produce more initiatives in the environmental field.

Factors Associated with Relapse from the Perspective of Drug Abusers in Self-Referral Centers Affiliated with the Welfare Organization for Addiction Treatment

Addiction is a complex and difficult issue, with relapses occurring in about 50 to 70 percent of addicts after quitting. To better understanding the factors associated with relapse, we conducted a study from the perspective of drug abusers in self-referral centers affiliated with the Welfare Organization of Bandar-e Anzali. Our sample consisted of 181 men referred to addiction treatment centers in Bandar-e Anzali in 1400. We used a researcher-made questionnaire to collect data on demographic information and factors related to relapse. Our findings revealed that associating with addicted and deviant friends (2.62%) was the most important factor associated with relapse from the perspective of addicts. Based on our results, we suggest that training and intervention for assertiveness (the skill of saying no) in front of friends and changing clients’ lifestyles, as well as teaching interpersonal relationships and moderation to family members after quitting drug use, are necessary.

The Effectiveness of World Health Organization-Based Life Skills Training on Resilience and Social Health among Sixth-Grade Male Elementary School Students(مقاله علمی وزارت علوم)

Social health, as one of the three pillars of health, is a requirement for having a useful, effective, and satisfactory personal life and social health of members of a community, especially effective and constructive strata such as students, is a necessity for the dynamism, prosperity, and promotion of that community. Therefore, this study aimed to examine the effectiveness of World Health Organization-based life skills training on resilience and social health among sixth-grade male elementary school students. It was a quasi-experimental study followed by a pretest-posttest design with a control group regarding its research method. The current study had a statistical population including all sixth-grade male elementary school students in Zahedan in the academic year 2017-2018. To collect data, a corpus of 30 people was selected using available sampling. 9 sessions of life skills training were conducted on an experimental group; however, a control group was on a waiting list. Afterward, a pretest was carried out on both groups. Connor and Davidson Resilience Scale (2003) and Keyes Social Health Inventory (2004) were asked to complete in pretest and posttest. For data analysis, analysis of covariance. Results indicated that mean scores of resilience and social health obtained by the experimental group increased compared to those of the control group. Accordingly, it can be noted that life skills training promoted resilience and social health among the male students. According to the findings, it can be concluded that life skills training can be applied to enhance levels of resilience and social health among students.

Dynamic environments provide sports organizations with various threats and opportunities for optimization and development. This study aims to examine the effect of dynamic capabilities on organizational performance with the mediating role of ambidexterity and digital platforms in the Tehran Municipality Sports Organization. This practical, developmental, and quantitative study was conducted at the Tehran Municipal Sports Organization in Iran. A total of 213 questionnaires were obtained through Google Forms and the data analysis was conducted using SPSS26 and Smart PLS version 4. This study highlights the importance of digital platforms and ambidexterity mediators in the relationship between dynamic capabilities and organizational performance. It also addresses the lack of an effect of technological and market turbulence on the relationship between ambidextrous capabilities and performance. Finally, suggestions for future research are presented.

This study aims to analyze and identify critical success factors of Total Quality Management (TQM) for evaluating organizational performance using a framework based on the Knowledge Management (KM) approach. Initially, the study determines the success factors of TQM and KM by reviewing research history, and then assesses the significance and performance of each factor through questionnaires. Data mining algorithms are used to cluster the factors, and a Data Envelopment Analysis (DEA) model is employed to evaluate the organizational performance by considering the success factors of KM as inputs and success factors of TQM as outputs. The Return-to-Scale (RTS) variable model is used to calculate the performance indicator for the organization. The study reveals that, while KM and TQM have some differences rooted in their distinct focus, they also have many similarities that can complement each other if properly planned.

INTRODUCTION: This study aims to present a learning organization model in the Red Crescent Society based on the variables of knowledge management, innovative organizational culture, and quality of work life. METHODS: This research had a mixed approach and was conducted in two phases. The first phase was conducted using a grounded theory method and the second phase was conducted based on the standard questionnaires of Joseph Haddad (2006), Dabney model (2008), Richard Walton (1973) and also a researcher-made questionnaire. The statistical population of the qualitative section includes academic experts and specialists of the Tehran RCS and the quantitative section also includes 232 employees and volunteers of the Tehran RCS. FINDINGS: The results showed that the variables "knowledge management", "innovative organizational culture" and "quality of work life" have a significant effect on the learning organization in the RCS of Tehran province, respectively. The dimensions of the learning organization in the RCS included five dimensions such as experience-building, feedback and evaluation system, systems thinking, collaborative learning and creative thinking CONCLUSION: According to the results, the variables "knowledge management", "innovative organizational culture", and "quality of work life" have a significant effect on the learning organization in the RCS of Tehran province, respectively, and as the learning organization indicators increase, knowledge management, innovative culture, and quality of work life improve.

Background: Transparency can sometimes become a challenging issue, but it is necessary to foster an ethical culture. The purpose of this research is to evaluate the model of information transparency in electronic auctions in the organization of collecting and selling property. Method: The present study was among descriptive-correlation studies. The target community was the users of the organization's services, the auctioneers in the movable and immovable property sector, among whom 400 people were selected as a sample using available sampling, and after the drop of 351 people, they participated in the final analysis. The tool of analysis was a researcher-made questionnaire. Structural equation modeling method and Smart PLS software were used for data analysis. Results: The results of the path coefficients showed that the model has a good fit and can be used as a basis for e-business activists and property collection and sale organizations. Assessing the Quality of Spatial Organization and Wayfinding Perception in Transitional–Interface Spaces of Residential Complexes (A Case Study: of District 6 of Shiraz)(مقاله پژوهشی دانشگاه آزاد)

In recent years, the quality of transitional spaces in residential complexes has emerged as a crucial factor in helping residents find their way and improving their overall spatial experience. To fill a gap in existing research, this study investigated how these spaces influence wayfinding based on visual perception in District 6 of Shiraz. using a mixed-method approach, the research sought to answer two central questions: (1) Which visual perception components are key to wayfinding? and (2) How does the spatial layout of transitional areas affect wayfinding quality? In the qualitative phase, the research team identified core components through a detailed content analysis. For the quantitative phase, they surveyed 378 residents from nine selected complexes, using a questionnaire they had developed. the statistical analysis revealed that the average scores for environmental (2.65), human (2.72), and visual field (2.94) variables were all below optimal levels. The results also confirmed significant differences across various residential types, with lower scores found in complexes that had more blocks. Among the visual indicators, "environmental cues" (mean rank 3.76) and "spatial extent" (3.37) were the most influential, while factors like "enclosure" and "curvilinearity" had minimal impact. ultimately, a balanced combination of environmental factors (form, light, color, signage), human factors (accessibility, safety, social vitality), and visual factors (openness, field of view) is essential for improving legibility, safety, and ease of navigation. These findings offer practical guidance for designers to create residential interface zones that are more legible and easier to navigate.

The aim of the study was to investigate the role of synergistic leadership of school principals and systematic innovation of school organization in organizational entrepreneurship with the mediation of organizational ambidexterity and teachers' productive behaviors. The research population was all the teachers of technical and vocational schools in Tehran province, and a sample of 364 teachers was selected from this population using proportional stratified random sampling based on Cochran's formula. The quantitative research method is correlation studies and covariance-based structural equation modeling approach. In order to collect data from the researcher-made Synergistic leadership questionnaire; the researcher-made Systematic innovation questionnaire; the Organizational ambidexterity questionnaire of Jansen (2006); the researcher-made Teachers' productive behaviors questionnaire; and the Organizational entrepreneurship questionnaire of Hughes & Morgan (2007) were used. The reliability and validity of questionnaires were evaluated by the Cronbach's alpha techniques, content validity ratio, exploratory factor analysis and confirmatory factor analysis. In order to analyze the data and test the research hypotheses, correlation matrix analysis and structural equation modeling were used by SPSS 25 and LISREL 10.5 software. The results showed that: synergistic leadership and systematic innovation had a direct, positive and significant effect on organizational ambidexterity, teachers' productive behaviors and organizational entrepreneurship. synergistic leadership and systematic innovation had a positive and significant indirect effect on organizational entrepreneurship through organizational ambidexterity and teachers' productive behaviors. The variables of synergistic leadership, systematic innovation, organizational ambidexterity and teachers' productive behaviors were able to explain 0.37 of the variance of organizational entrepreneurship

Investigating the effect of Islamic financing instruments (Sukuk) on the profitability of Islamic and conventional banks (member countries of the Organization of the Islamic Conference)(مقاله علمی وزارت علوم)

One of the most important determinants of bank profitability is the bank's financing strategy. Therefore, banks must continuously innovate to design and implement new financing instruments. Among these, Islamic financial instruments—particularly sukuk—play a significant role. The present study investigates the impact of sukuk on different levels of profitability (low, medium, and high) for 24 Islamic banks and 12 conventional banks, considering additional control variables such as GDP growth and inflation. The analysis covers the period 2003–2023 and specifically examines the role of the 2008 global financial crisis. Using dynamic panel quantile regression, the findings reveal that during the crisis, the expansion of the sukuk market positively influenced the profitability of conventional banks but negatively affected Islamic banks, with the strongest reduction observed among banks with low profitability. In contrast, outside the crisis period, sukuk development shows a mixed effect: negative for both Islamic and conventional banks at low and high levels of profitability, while remaining neutral in the middle quantiles.

Organizational Culture Types Model Affecting the Perceived Organizational Performance According to the Role of Organizational Learning (Case Study: Kohgiluyeh and Boyer-Ahmad Agricultural Jihad Organization)(مقاله علمی وزارت علوم)

The present study aimed to provide a model of organizational culture types affecting the perceived organizational performance according to the role of organizational learning has been done. The statistical population of this study includes the employees of the Kohgiluyeh and Boyer-Ahmad Agricultural Jihad Organization. The present study is practical in terms of nature and purpose, in identifying the types of organizational culture of qualitative research, and in identifying the relationships between variables in terms of research method. The statistical population in the fuzzy Delphi method was 15 experts who were sampled by a purposeful judgmental method. At the structural equation modeling, 220 employees were sampled by a simple random method. In order to collect the data, questionnaires were designed in the form of a fuzzy Delphi method and the Likert spectrum. The software used in this study is Smart PLS (version 3), SPSS (version 25), and Excel (version 2016). With the fuzzy Delphi method, between 23 dimensions identified from the literature, 14 were approved by experts. The results of the PLS method indicate that all hypotheses except the effect of the adhocracy culture, development culture, and employees supporting change according to the role of organizational learning on perceived organizational performance were confirmed. The results showed that the leadership component has the highest effect on organizational learning according to the role of organizational learning with a beta of %0.594.

Purpose: The purpose of this study is to design an organizational performance model based on the digital status of the organization in the Corona pandemic with a theme analysis approach in the Ministry of Industry, Mine, and Trade (MIMT).Method: This research was conducted with a qualitative approach. The research tool (data collection) was a semi-structured interview in which 27 elites and qualified specialists in MIMT (statistical population of this study) were selected using a purposive sampling approach to qualitative sampling.Finding: The results of data analysis in the qualitative section in the open coding stage identified 79 codes, which finally through axial coding achieved  3 categories (main category) and 21 indicators (subcategory).Conclusion: The main mission and goal of the managers of any organization is the effective and efficient use of various resources and facilities such as labor, capital, materials, energy, and information. Digital transformation, which has always been important as a fundamental and strategic action in organizations, has become more important in recent years following the outbreak of coronavirus; the pressures of the coronavirus epidemic have accelerated the efforts of organizations to create digital transformation

Modeling the Development of Future Managers Based on the Management of Talent and Personality Types in the Digital Age (Case Study: Social Security Organization of Iran)(مقاله علمی وزارت علوم)

Purpose : The purpose of this study is to design and explain the development model of future managers based on talent management and personality types with the grounded theory approach in the headquarters of the National Social Security Organization. Method : This research was conducted with a qualitative-inductive approach and Strauss-Corbin's grounded theory method. The research tool was a semi-structured interview. Using the grounded theory method, the data obtained from interviews with 12 elites and qualified specialists of the Social Security Organization were analyzed in three open, axial, and selective coding stages. Findings : 19 general categories in the form of a paradigm model in which these factors include causal conditions (individual factors, organizational factors, lack of proper selection, knowledge and skills of employees), central phenomenon (future managers based on talent management and personality types), contextual conditions (Organizational context, Talent Selection, Talent utilization), intervening conditions (psychological (individual) factors, Individual factors, Management factors), and strategies (Talent sourcing, Empowerment of managers and employees, Proportion of job and employment, Succession, Foresight and Cognitive Strategy) and Consequences (Organizational results, Public satisfaction, Futurization). Conclusion : Conclusion: Recent developments in the field of human resources have made this field doubly important. Organizations try to employ the most specialized people at management levels, and therefore talent management, as a key king, examines the types of situations involved in this field. Proper use of talents leads to success and puts the organization on the right track.

Perishable items such as dairy products, food and medicine, various vegetables, flowers and plants, ready-mix concrete, and blood packages typically have a limited shelf life from production to delivery and can deteriorate over time. To prevent such perishability, these types of products must be delivered to consumers promptly to ensure that the benefits of the producer and distributor are met. One effective factor in delivering various products to the consumer on time is selecting the optimal route for delivering goods or products, which is referred to as the problem of vehicle routing. Vehicle routing for distributing various goods and products is one of the practical issues in the field of research in operations that are very efficient in logistics planning. The objective of this problem is to determine the operational plan of the target vehicles with limited capacity for sending goods and products from the central warehouse depot to a group of consumers that are geographically dispersed in such a way that the number of required vehicles and travel costs are minimized. Considering that the issue mentioned is a very complex problem and it is not possible to find a high-quality answer with accurate methods in a short time for its large scale, the GAMS software has been used to solve this model on a smaller scale. Finally, to demonstrate the practical application of the proposed model in the real world, the distribution of products among customers in the Ports and Maritime Organization of Guilan Province (Bandar-e Anzali) has been studied. The computational results show that distributors can reduce their operational costs by using this approach.
