چکیده
زمینه و هدف: مرکز فرماندهی و کنترل در فرماندهی انتظامی، نقش بسزایی در هدایت و اثربخشی عملیات های انتظامی برای پیشگیری از جرائم و ایجاد نظم و امنیت در جامعه دارد. با توجه به اینکه بیش از 50 درصد از موبایل قاپی های کشور در سال 1403 در تهران بزرگ صورت گرفته است، لذا پیشگیری از وقوع این جرائم در حفظ نظم و ایجاد امنیت و آرامش جامعه تأثیرگذار است. هدف از این پژوهش بررسی نقش مرکز فرماندهی و کنترل در پیشگیری انتظامی از جرم موبایل قاپی در تهران بزرگ است. روش پژوهش: پژوهش حاضر ازنظر هدف، «کاربردی» و ازنظر ماهیت و روش اجرا، یک «تحقیق کیفی» است. که به شیوه دلفی با بهره گیری ازنظر کارشناسان خبره انتظامی و کارآگاهان پلیس آگاهی با بیش از 15 سال خدمت که با این نوع جرائم سروکار داشته اند به بررسی موضوع پرداخته و در خاتمه پس از جمع آوری داده ها و کدگذاری محوری نظرات با نرم افزار spss تحلیل و واکاوی گردیده است. نتیجه گیری: یافته ها نشان داد؛ مهم ترین گویه ها در تأثیرگذاری و پیشگیری ازاین گونه جرائم به ترتیب اهمیت عبارت اند از: پایش دقیق داده ها و اطلاعات جمع آوری شده از مرکز فرماندهی و کنترل جهت تشخیص الگوها، بهره برداری صحیح از سامانه رخدادهای انتظامی، تجزیه وتحلیل داده ها و اطلاعات برای تشخیص سریع حوادث و مشکلات احتمالی به سهولت امکان پذیر و در کشف جرم موبایل قاپی حائز اهمیت است.Police prevention of mobile phone theft in the metropolis of Tehran with emphasis on the role of the command and control center
Background and Objective: The command and control center in the police command plays a significant role in directing and making police operations effective to prevent crimes and establish order and security in society. Given that more than 50 percent of the country's mobile phone thefts occurred in Greater Tehran in 1403, preventing these crimes is effective in maintaining order and creating security and peace in society. The purpose of this study is to investigate the role of the command and control center in the police prevention of mobile phone theft crimes in Greater Tehran. Research Method: The present research is "applied" in terms of its purpose and "qualitative research" in terms of its nature and implementation method. It examined the subject using the Delphi method, utilizing the opinions of law enforcement experts and intelligence police detectives with more than 15 years of service who have dealt with this type of crime. Finally, after collecting data and axial coding, the opinions were analyzed and analyzed with SPSS software. The findings and results of the research showed that the most important items in influencing and preventing such crimes, in order of importance, are: careful monitoring of data and information collected from the command and control center to identify patterns, proper use of the law enforcement incident system, and data and information analysis to quickly identify possible incidents and problems as easily as possible and are important in discovering the crime of mobile phone theft.
