چکیده
امروزه عمده ترین معضلی که اغلب پروژ های بزرگ با آن مواجه هستند تاخیر در فازهای مختلف و در نهایت اتمام کار پروژه است. لذا اهمیت توجه به مقوله مدیریت راهبردی زمان در پروژه ها دوچندان می شود. در این تحقیق سعی شده است پیشامد تأخیر در پروژه های آب-رسانی روستایی شرکت آبفار خراسان جنوبی مورد بررسی قرار گیرد. بدین منظور پس از مطالعه مبانی نظری و تحقیقات میدانی، 79 عامل تاخیر شناسایی و در یک دسته بندی 9 گانه طبقه بندی شدند. پس از طراحی و توزیع پرسش نامه میان جامعه آماری تحقیق متشکل از 39 عضو (کارفرما، پیمان کار، طراح و مشاور)، اهمیت هریک از این عوامل با استفاده از شاخص های فروانی ، شدت تاثیر و اهمیت وزنی مورد ارزیابی قرارگرفت. نتایج تحقیق بیانگر تحلیل و رتبه بندی عوامل تاخیر از منظر ارکان پروژه شامل کارفرما، پیمان کار، مشاور و طراح می باشد. بر اساس نتایج حاصل از پژوهش ، مؤثرترین عامل در تأخیر پروژه ها از دیدگاه پاسخ دهندگان، توانمندی ضعیف و تخصص ناکافی مهندسین مشاور و کم اثرترین عامل، پیچدگی پروژه شناخته شد.Identifying and Ranking Factors Affecting the Increase in Time of Rural Water Supply Projects in South Khorasan
Today, the main problem that most large projects face is delay in various phases and ultimately the completion of the project. Therefore, the importance of paying attention to the issue of strategic time management in projects is doubled. In this study, an attempt has been made to examine the occurrence of delay in rural water supply projects of Abfar South Khorasan Company. For this purpose, after studying the theoretical foundations and field research, 79 delay factors were identified and classified into nine categories. After designing and distributing the questionnaire among the research statistical population consisting of 39 members (employer, contractor, designer and consultant), the importance of each of these factors was evaluated using the frequency, impact intensity and weighted importance indices. The results of the study indicate the analysis and ranking of delay factors from the perspective of the project elements including the employer, contractor, consultant and designer. Based on the results of the research, the most effective factor in project delays, from the respondents' perspective, was the weak capability and insufficient expertise of consulting engineers, and the least effective factor was the complexity of the project.
