چکیده
امروزه فناوری اطلاعات و ارتباطات به عنوان ابزار کلیدی در سازمان ها جهت دستیابی به اهداف و آرمان های سازمان شناخته می شود. با توجه به رقابتی شدن کسب وکار در دهه های اخیر و نقش بیش از بیش IT در بقا و پیشرفت سازمان ها، آن ها ناگزیر به سرمایه گذاری های سنگین در این حوزه هستند. حجم زیاد این سرمایه گذاری و مشکلات به وجود آمده در این حوزه ، دغدغه جدیدی در خصوص میزان اثربخشی و سودآوری این سرمایه گذاری ها برای مدیران سازمان ها پدید آورده است. ارزیابی بلوغ فناوری اطلاعات پاسخی مناسب در راستای این دغدغه و شناخت وضعیت کنونی سازمان است. هدف از پژوهش حاضر، ارزیابی سطح بلوغ فناوری اطلاعات در شرکت های زیرمجموعه شرکت توانیر به عنوان متولی صنعت برق ایران است. در این پژوهش دو نیروگاه از مجموع 89 شرکت زیرمجموعه به عنوان جامعه جهت بررسی انتخاب شده اند. پس از بررسی مدل های ارزیابی موجود مدل بلوغ کوبیت به عنوان مدل مرجع ارزیابی در صنعت برق انتخاب گردید. با توجه به اینکه در این مدل از منطق ارسطویی جهت ارتباط میان اهداف کسب وکار و اهداف IT و فرایندهای آن استفاده شده است. در پژوهش حاضر از مدل تحلیل سلسله مراتبی (AHP) جهت شناسایی دقیق تر حوزه ارزیابی استفاده شده است. پس از شناسایی حوزه ارزیابی و پیاده سازی مدل کوبیت نتایج حاصله نشان از عملکرد بهتر نیروگاه منتخب (الف) و سطح بلوغ بالاتر آن است. ضمن اینکه با بیان سطح بلوغ جاری، پیشنهاد هایی جهت بهبود وضع موجود ارائه شد.پس از شناسایی حوزه ارزیابی و پیاده سازی مدل کوبیت نتایج حاصله نشان از عملکرد بهتر نیروگاه منتخب (الف) و سطح بلوغ بالاتر آن است. ضمن اینکه با بیان سطح بلوغ جاری، پیشنهاداتی جهت بهبود وضع موجود ارائه شد.Applying the Hierarchical Decision-Making Technique to Determine the Scope of Information Technology Evaluation with the COBIT Model in Selected Power Plants of Tavanir
Today, information and communication technology is recognized as a key tool in organizations to achieve the goals and aspirations of the organization. Given the competitiveness of business in recent decades and the increasing role of IT in the survival and progress of organizations, they are forced to make heavy investments in this area. The large volume of this investment and the problems that have arisen in this area have created a new concern for the managers of organizations regarding the effectiveness and profitability of these investments. Assessing the maturity of information technology is an appropriate response to this concern and understanding the current situation of the organization. The purpose of the present study is to assess the level of maturity of information technology in the subsidiaries of Tavanir Company, as the custodian of the Iranian electricity industry. In this study, two power plants out of a total of 89 subsidiaries were selected as the study population. After reviewing the existing evaluation models, the Qubit maturity model was selected as the reference evaluation model in the electricity industry. Given that this model uses Aristotelian logic to connect business goals with IT goals and its processes, the current study uses the Analytic Hierarchy Process (AHP) model to more accurately identify the evaluation area. After identifying the area of assessment and implementing the CUBIT model, the results indicate better performance of the selected power plant (A) and its higher maturity level. In addition, by stating the current maturity level, suggestions were made to improve the current situation.
