چکیده
زمینه و هدف: در پی تحولات گسترده در عرصه های اجتماعی، فناورانه و کالبدی، بازاندیشی در سازوکارهای تأمین امنیت به ویژه در سطوح محلی، ضرورتی اساسی یافته است. محله، به عنوان کوچک ترین و درعین حال بنیادی ترین واحد اجتماعی، نقشی کلیدی در شکل گیری امنیت پایدار ایفا می کند. رویکرد «امنیت محله محور» با تأکید بر مشارکت و هم افزایی کنشگران متعدد، به عنوان زیرساخت امنیت عمومی مطرح شده است. هدف اصلی این پژوهش، تبیین الگوی یکپارچه سازی کارکرد بازیگران فعال در حوزه امنیت محلی است. روش پژوهش: حاضر با رویکرد کیفی و با استفاده از روش تحلیل محتوای عرفی انجام شده و از حیث هدف، کاربردی است. مشارکت کنندگان شامل ۱۵ نفر از متخصصان و صاحب نظران حوزه های انتظامی و اجتماعی هستند که با روش نمونه گیری هدفمند تا رسیدن به اشباع نظری انتخاب شدند. گردآوری داده ها از طریق مصاحبه های نیمه ساختاریافته صورت گرفت و داده ها با بهره گیری از نرم افزار MAXQDA 2020 تحلیل شدند. اعتبار و پایایی نیز به صورت صوری و از طریق تکرارپذیری تأیید گردید. یافته ها: تحلیل داده ها منجر به شناسایی چهار بُعد کلیدی در یکپارچه سازی کارکرد کنشگران امنیت محله محور شد: «خدمات محلی یکپارچه»، «عملیات شهری یکپارچه»، «تعاملات اجتماعی یکپارچه» و «اطلاعات محلی یکپارچه». نتیجه گیری: تقویت ابعاد چهارگانه فوق، با افزایش مشارکت مردمی، ارتقای سرمایه اجتماعی، کاهش عوامل خطرزا، توانمندسازی ساکنان و گروه های آسیب پذیر، به بهبود کیفیت زندگی شهری و تحقق توسعه پایدار در سطح محله و سکونتگاه های شهری منجر می شودA model for integrating the functions of actors in the field of neighborhood-based security
Background and objective: neighborhood, as the primary nucleus of the formation of human communities, is at the center of it. Today, the neighborhood-based security approach is very important as the foundation of public security. Given the large number of actors involved in this field, addressing the dimensions of integrating their functions is the main goal of this research. Methodology: This research is a qualitative research of conventional content analysis type; which is applied in terms of purpose. participants in this research are 15 experts and professors in the field of law enforcement and social sciences who have been selected purposefully until theoretical saturation, and the data collection method is semi-structured interviews. The data was verified in terms of validity and reliability using a formal and repeatable method, and MaxQD 2020 software was used for data analysis. Findings: neighborhood-based security, including: neighborhoods, people, trusted and influential people, social messaging networks, private companies, After examining the role of each of them and analyzing the resulting data, integrated local services, integrated urban (local) operations, integrated local interactions, and integrated local information were identified as dimensions of integrating the functions of neighborhood-based security actors. municipalities and other service providers, law enforcement security institutions, and identification. Results: neighborhood problems and issues, improving the general situation, increasing social belonging and solidarity, reducing risk factors, increasing the level of cohesion and resilience, and empowering residents and vulnerable individuals; the results of which have a significant impact on the growth and sustainable development of neighborhoods and urban settlements.
