شناسایی عوامل کلیدی موثر بر سیستم حمل و نقل ریلی باری در افق 50 ساله با استفاده از تکنیک دلفی (مقاله علمی وزارت علوم)

چکیده
هدف: هدف اصلی این تحقیق، شناسایی عوامل مؤثر بر آینده سیستم حمل و نقل ریلی در بخش باری است. روش: جهت شناسایی عوامل مؤثر بر سیستم حمل و نقل ریلی در بخش باری از مطالعات کتابخانه ای، میدانی، مدل PESTEL، روش دلفی و برای تجزیه و تحلیل داده ها از نرم افزار SMART PLS استفاده شده است. یافته ها: سه مرحله این تحقیق به دنبال ارائه مهم ترین عوامل مؤثر بر آینده حمل و نقل ریلی باری در ایران بوده است. در مرحله اول، همه عوامل شناسایی شدند. در مرحله دوم، با استفاده از روش دلفی در سه دوره متوالی اتفاق نظر حاصل شد و در مرحله سوم، بر اساس نظر کارشناسان و استفاده از نرم افزار SmartPLS، از 168 فاکتور شناسایی شده، 76 عامل به عنوان مهم ترین عوامل مؤثر در آینده نگری 50 ساله ایران در نظر گرفته و در 8 دسته اصلی طبقه بندی شدند. نتیجه گیری: عواملی که در آینده نگاری هر سیستم به کار می روند، در هر کشور، جامعه، فرهنگ، سیاست و حتی در برهه ای از زمان متفاوت است. شناسایی و برنامه ریزی برای عوامل تأثیرگذار در هر صنعت از اهمیت ویژه ای برخوردار است. با شناسایی شاخص های تاثیرگذار، برنامه ریزان و سیاست گذاران تعیین می کنند کدام شاخص ها در اولویت قرار دارند. همچنین برای پیشروی به سوی هدف اصلی سازمان ها، شناسایی این شاخص ها به سیاست گذاران و برنامه ریزان برای سرمایه گذاری و بهینه کردن مهم ترین شاخص کمک می کند.Determining the Key Factors Affecting the Freight Rail Transportation System in the 50-Year Horizon Using the Delphi
Objective: The main goal of this research is to identify the factors influencing the future of the rail transportation system in the freight sector.
Method: In order to identify the factors affecting the rail transportation system in the freight sector, the present research uses a combination of library and field investigation, PESTEL model, Delphi method and SMART PLS for data analysis.
Findings: The three stages of this research seek to present the most important factors affecting the future of rail freight in Iran. In the first stage, all factors were identified. In the second stage, consensus was reached using the Delphi method in three consecutive periods. In the third stage, based on the opinion of experts and the use of SMARTPLS software, out of 168 factors identified, 76 factors are considered more important as the main effective factors in Iran's 50-year foresight which were classified into 8 main categories.
Conclusion: Identifying and planning factors affecting every industry is of particular importance. By identifying indicators, planners and policymakers will determine which indicators are important. The indicators also help policymakers and planners to move towards the main goals as well as investing and optimizing the most important factor.
