ارزیابی میزان کل گرایی الگوهای تهیه ره نگاشت به منظور انتخاب الگوی مناسب برای ره نگاشت حوزه کسب و کار (مقاله علمی وزارت علوم)

چکیده
در این مقاله رویکردهای مطرح تهیه ره نگاشت با شاخص های شفافیت کل گرایی ارزیابی شده اند. نشان داده شده است که کل گرایی و در نظر گرفتن نقش همه عناصر اصلی یک حوزه کسب وکار در تهیه ره نگاشت در کاهش چالش های تهیه ره نگاشت تأثیر مستقیم دارد. ازاین رو شناخت رویکردهایی که بیشترین توجه را به شفافیت در کل گرایی دارند می تواند در انتخاب بهترین رویکرد تهیه ره نگاشت مؤثر باشد. برای این منظور ابتدا شاخص های مناسب سنجش کل گرایی در گروه کانونی استخراج شد. این شاخص ها در پنل خبرگی به آزمون روایی گذاشته شد و تأیید شد. سپس با روش تحلیل محتوا و رویکرد تطبیقی سیزده روش تهیه ره نگاشت مورد ارزیابی قرار گرفت. این ارزیابی نشان می دهد شاخص شفافیت نقش سیاست گذار در تهیه ره نگاشت همواره یک شاخص مغفول بوده است. رویکرد کاپل و رویکرد بسته توسعه فناوری با شفافیت 71 درصدی شاخص های کل گرایی مناسب ترین رویکردهای شناخته شده برای ره نگاشت حوزه کسب وکار هستند. رویکرد بهبودیافته تی پلن تنها 57% شفافیت ایجاد می کند و در تهیه ره نگاشت برای حوزه کسب وکار مناسب نیست. رویکرد ایرانی ای پلن که با هدف کاهش چالش های تهیه ره نگاشت در حوزه کسب وکار و بر اساس شفاف سازی نقش عناصر اصلی حوزه کسب وکار طراحی شده است، کامل ترین شفافیت را در شاخص های کل گرایی دارد. الگوی ای پلن تابه حال در تهیه ره نگاشت حوزه های گوناگون کسب وکار دفاعی و غیر دفاعی ازجمله ره نگاشت ترابری هوشمند جاده ای مورداستفاده قرارگرفته است و توانمندی خوبی از خود نشان داده است.Assessing the Level of Holistic Approach of Roadmapping Patterns in order to Select the Appropriate Pattern for Business Domain Roadmapping
In this article, the proposed approaches to preparing a roadmap are evaluated with transparency indicators of holistic orientation. It has been shown that holistic orientation and considering the role of all the main elements of a business area in preparing a roadmap have a direct impact on reducing the challenges of preparing a roadmap. Therefore, identifying the approaches that pay the most attention to transparency in holistic orientation can be effective in choosing the best approach to preparing a roadmap. For this purpose, first, appropriate indicators for measuring holistic orientation were extracted in the focus group. These indicators were subjected to a validity test in the expert panel and confirmed. Then, thirteen methods of preparing a roadmap were evaluated using the content analysis method and a comparative approach. This evaluation shows that the transparency indicator of the role of the policymaker in preparing a roadmap has always been a neglected indicator. The Coppel approach and the technology development package approach with 71% transparency of holistic orientation indicators are the most appropriate approaches known for business area roadmaps. The improved T-Plan approach provides only 57% transparency and is not suitable for preparing a roadmap for the business sector. The Iranian E-Plan approach, which aims to reduce the challenges of preparing a roadmap in the business sector and is designed based on clarifying the role of the main elements of the business sector, has the most complete transparency in the indicators of holistic orientation. The E-Plan model has been used so far in preparing roadmaps for various defense and non-defense business sectors, including the intelligent road transportation roadmap, and has shown good capabilities.
