Identification and Prioritization of Measures to Reduce the Failure of Safety Policies Based on the Technique of FMEA(مقاله علمی وزارت علوم)

Safety policies are implemented in the organizations to reduce occupational accidents and prevent waste of resources. Numerous measures will reduce the failure to implement occupational safety policies. In this research, these factors are identified and ranked.This research is applied and adopts survey as its strategy. The research population consists of 15 Safety managers in Kerman province who are selected through non-random and purposive sampling. Data collection tools are interviews and questionnaires and FMEA technique and integrated approach of AHP and fuzzy TOPSIS are used to analyze the data. Based on the findings, important and effective measures to reduce the failure of safety policies implementation include reducing the change of managers and requiring new managers to implement safety policies, developing scientific programs in accordance with the organization's capabilities.According to the research findings, it is necessary for organizations to pay more attention to creating and strengthening the structure of safety units by carefully planning and changing the approach of managers.

Evaluation of professional ethics relations and the level of implementation of the policies of the Organization of Natural Resources, Forests, Ranges and Watershed Management of the country(مقاله علمی وزارت علوم)

Introduction: The purpose of this research is to design and explain the model of professional ethics relations and the level of implementation of the policies of the Natural Resources and Watershed Management Organization of the country (a case study of the General Directorate of Natural Resources and Watershed Management in the North of Kerman Province). Material and Methods: In terms of the purpose of this research, it was developmental and applied, which was done in a mixed way. In the qualitative part of the society, there were university professors and experts in the field of human resources management, from among whom 30 people were selected by a judgment method. The tool was exploratory interviews and finally the data was analyzed with Delphi technique. In the quantitative part, the descriptive method was of the correlation type. The statistical population included all the managers and employees of the General Directorate of Natural Resources and Watershed Management of Kerman province and the sub-departments of the cities. The sample consisted of 358 people who were selected based on the available sampling method. A questionnaire was used to collect the required data. Data analysis was done using descriptive statistics and inferential statistics (one-sample t-test and structural equation modeling) using SPSS23 and AMOS23 software. Results: In the qualitative section, 70 sub-dimensions (indices) related to professional ethics were summarized in 5 factors and 79 sub-dimensions (indices) related to the implementation of the organization's policies were summarized in 4 factors. The analysis of the data in the quantitative part showed that there is a positive and significant relationship between the variable of professional ethics and the level of implementation of the organization's policies. Extra-organizational and individual (extra-personal) on the implementation of the organization's policies is significant at the 5% level, and the positive path coefficients show that these structures have had an increasing (direct) effect on the implementation of the organization's policies. Conclusion: Based on the present research, it was found that professional ethics has a significant effect on the level of implementation of the organization's policies.

Investigating the Impact of Special Education Policies on the Psychological Well-Being of Exceptional Students(مقاله علمی وزارت علوم)

This study aimed to explore the impact of special education policies on the psychological well-being of exceptional students. This qualitative research employed a phenomenological approach, utilizing semi-structured interviews with 33 exceptional students recruited through online platforms. The study relied on theoretical saturation to determine the final sample size. Data were analyzed using thematic analysis with the support of NVivo software, following an inductive coding process to identify key themes related to emotional and psychological well-being, policy implementation, and future prospects of exceptional students. The results revealed three primary themes: emotional and psychological impacts, the effectiveness of special education policies, and long-term student outcomes. Participants reported experiences of stigmatization, social exclusion, and policy-related stress, which significantly affected their emotional well-being. While some students benefited from individualized education plans and supportive teacher interactions, others faced inconsistencies in policy implementation, leading to increased anxiety and uncertainty. The study also highlighted the crucial role of parental advocacy and teacher preparedness in ensuring the effectiveness of special education policies. Long-term concerns included access to higher education, career readiness, and independent living skills, with many participants expressing uncertainty about future accommodations and opportunities. The study underscores the critical influence of special education policies on the psychological well-being of exceptional students, emphasizing the need for stable, well-implemented policies, improved teacher training, and stronger parental engagement. Addressing inconsistencies in policy application and enhancing emotional support mechanisms within educational settings are essential steps toward fostering the well-being and long-term success of exceptional students.

Pathology of Disaster Management Polices Implementation in the Rescue and Relief Operations of the IRCS(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: Iran, a country characterized by diverse geographical and climatic conditions, is constantly exposed to various natural and manmade disasters. Also, Iranian Red Crescent Society (IRCS), as one of the most critical relief organizations, plays a pivotal role in rescue and relief operations. Accordingly, this study attempted to identify the challenges associated with the implementation of disaster management policies in the rescue and relief operations of the IRCS. METHODS: In this mixed method research, qualitative data were collected through field research, with 12 experts and managers from IRCS, selected through non-random purposive sampling using semi-structured interviews following the theoretical saturation and was analyzed with MAXQDA-2022 software; in the quantitative phase, a total of 365 managers and experts were selected across the country using a multi-stage cluster sampling. Then, a 36-item researcher-made questionnaire was developed using a five-point Likert scale and descriptive and inferential statistical methods were employed using SmartPLS software. FINDINGS: The findings indicate that the implementation of disaster management policies in the rescue and relief operations of the IRCS faces numerous challenges. The qualitative analysis identified 8 global themes, 19 organizing themes, and 36 basic themes. In the quantitative phase, the following dimensions were found to have significant positive effects on the implementation of disaster management policies: resources and equipment (0.561), policy (0.868), empowerment and skills (0.921), decision-making (0.859), organizational structure (0.912), information and communication (0.637), public participation (0.610) and economic, political, and social conditions (0.573). among these, human resource empowerment (0.921) and organizational structure (β = 0.912) exerted the greatest influence on the efficiency of relief operations. CONCLUSION: According to the results, lack of adequate resources and organizational structure, shortage of up-to-date equipment, deficiencies in workforce skills, and poor inter-organizational coordination are key challenges in implementing disaster management policies in rescue and relief operations. Furthermore, enhancing human resource management, improving training and empowerment programs for relief teams, devising transparent and actionable policies, and increasing public and NGO participation can significantly enhance the effectiveness of relief operations. The proper implementation of policies in rescue and relief operations can substantially improve the efficiency of the IRCS in the face of disasters and in addition to reducing human casualties and resource wastage, can also direct society towards sustainable development.

Pathology of Implementing Public Policies in Iran and Presenting a Model "Case Study: Rural Development Policies in the Fourth and Fifth Development Plans"

Public policy-making is a six-stage cycle, and the implementation of policies is one of the most sensitive stages of its formulation, failure in this stage leads to the failure of the entire policy-making process. Also, policy-making includes an interactive process between setting goals and necessary actions to realize them, which may be disrupted by many challenges, obstacles, and limitations. In this research, the goal was Pathology of implementation of rural development policies in the fourth and fifth development plans. This research is applied in terms of its purpose and descriptive and survey based on the nature of the data. The results of the research are presented in two qualitative and quantitative sections. In the main and qualitative part of the research, using the Delphi technique, we investigated the damage of rural development in the fourth and fifth programs. At first, using the opinions of experts, the gap between the existing state of rural development and the ideal state was determined, and based on the opinions of experts and the T-Tech test, it was determined that there is a fundamental difference between the current state and the ideal state. and in the current situation in the indicators of employment status, housing, medical and treatment facilities, digital infrastructure, transportation and communication route, industrial agriculture, welfare and recreation, cultural-educational, tourism and underground water the average quality was low. Therefore, the necessity of carrying out the pathology of the implementation of rural development policies became clearer. Then, based on the theoretical background of the research, as well as interviewing and completing the questionnaire by specialists and research elites, the indicators of developmental pathology were compiled, and finally, the final model of the questionnaire was compiled, and the quantitative results of the questionnaire were extracted based on the answers of the participants in the research. In the quantitative analysis and chi square test results, it was shown that the role of policy indicators, juridical and legal obstacles, political, social and economic factors, motivations and attitudes of executives, administrative system and bureaucracy, are insufficient and inappropriate. The lack of tools is significant in the absence of rural development.
