چکیده
حکمرانی اسلامی نسخه ای از حکمرانی براساس آموزه های اسلامی است که به دنبال تحقق اهداف اسلام در حوزه حکمرانی است. هدف این پژوهش بررسی بسترها و زمینه های شکل گیری و تحقق حکمرانی اسلامی است. تحقق حکمرانی اسلامی بیش از هر چیز مستلزم تمهیدات و بسترهایی است که در صورت فراهم نبودن، «ایده حکمرانی اسلامی» را به یک مفهوم شعاری و ویترینی تبدیل خواهد کرد و اعتبار و قابلیت آن را در مقابل الگوی رقیب به چالش خواهد کشید. با این وصف پرسش پیش روی مقاله این است که مهم ترین بستر و زمینه ساز تحقق حکمرانی اسلامی چیست؟ پژوهش مبتنی بر روش اسنادی و کتابخانه ای در گردآوری داده ها و بهره گیری از روش توصیفی تحلیلی، «فرهنگ» را اولویت نخست حکمرانی اسلامی می داند و نتیجه می گیرد که فرهنگ در تحقق حکمرانی اسلامی مقدم بر سایر شئون اجتماعی ازجمله اقتصاد و سیاست است و هرگونه تحول و اصلاح ازجمله در حوزه حکمرانی از مسیر فرهنگ عبور می کند.Culture as the first priority of Islamic governance
Islamic governance is a version of governance based on Islamic teachings that seeks to achieve the goals of Islam in the field of governance. The purpose of this research is to investigate the foundations and contexts of the formation and realization of Islamic governance. The realization of Islamic governance above all requires preparations and platforms that, if not provided, will turn the "idea of Islamic governance" into a slogan and showcase concept and will challenge its validity and capability in front of the rival model. With this definition, the main question is: "what is the most important platform and foundation for the realization of Islamic governance?" this paper considers "culture" as the first priority of Islamic governance by using the descriptive-analytical method based on documentation and library data collection and concludes that in the realization of Islamic governance, culture precedes other social affairs, including economy and politics. Therefore, any transformation and reform including in the field of governance, passes through the path of culture.
