چکیده
حضور پررنگ دولت در اقتصاد موجب خروج بخش خصوصی خواهد شد. که تخصیص ناکارا و غیربهینه منابع و در نتیجه کاهش کارایی اقتصادی را به دنبال خواهد داشت. دولت باید مواقعی در اقتصاد دخالت کند که مکانیسم بازار به تنهایی قادر به تخصیص بهینه منابع و ایجاد کارایی در اقتصاد و تعادل در اشتغال نباشد، در این تحقیق با استفاده از روش توصیفی- تحلیلی در پی پاسخ به این سؤال هستیم. آسیب شناسی مداخلات دولت در سیاستگذاری اقتصادی نظربه برنامه چهارم و پنجم توسعه اقتصادی چیست ؟ یافته های تحقیق بیان می دارد؛ عدم وجود یک نظام سیاستگذاری بلند مدت و عدم باورمندی نخبگان سیاسی به نظام سیاستگذاری ساختارمند و هدفدار فضای مداخله دولت ها را در اقتصاد ایران فراهم نموده است. لذا در این پژوهش جهت تبیین فرضیه تحقیق ازمنظر نئولیبرالیسم به بررسی اهداف توسعه برنامه چهارم و پنجم توسعه اقتصادی می پردازیم تا از این رهگذر نشان دهیم که مداخلات دولت در اقتصاد سبب عدم تحقق اهداف توسعه تعیین شده گردیده است برای گردآوری داده ها از مطالعات میدانی منابع کتابخانه ای و اینترنتی استفاده شده است.Pathology of government policies in the fourth and fifth economic planning of development and its impact on regional policies
The strong presence of the government in the economy will cause the exit of the private sector. which will lead to inefficient and non-optimal allocation of resources and as a result reduce economic efficiency. The government should intervene in the economy when the market mechanism alone is not able to optimally allocate resources and create efficiency in the economy and balance in employment. What is the pathology of the government's interventions in economic policy-making according to the fourth and fifth plans of economic development? The findings of the research state; The absence of a long-term policy system and the political elite's lack of belief in a structured and targeted policy system has provided the space for government intervention in Iran's economy. Therefore, in this research, in order to explain the research hypothesis from the point of view of neoliberalism, we examine the development goals of the fourth and fifth economic development programs in order to show that the government's interventions in the economy have caused the development goals not to be realized. To collect data from field studies, sources library and internet have been used.
