چکیده
انحراف تدریجی خط مشی های عمومی، به عنوان چالشی نهان در کشورداری، به صورت خزنده خط مشی های عمومی را از اهداف اصلی شان منحرف کرده ، کارآمدی، عدالت و مشروعیت نظام های سیاسی را تضعیف کرد و منابع ملی را هدر می دهد. این پدیده، که می تواند ناشی از اینرسی نهادی، تعارض منافع ذی نفعان و ناتوانی در انطباق با تحولات اجتماعی، اقتصادی و فناورانه تصور شود، اثرات عمیقی بر انسجام اجتماعی و تخصیص منابع ملی دارد. نوشته حاضر با رویکردی تحلیلی، ریشه ها، مسیرها و پیامدهای این انحراف را در چارچوب نظری کشورداری واکاوی کرده و با مطالعه تطبیقی برخی کشورها، ناکارآمدی های ناشی از آن را تبیین می کند. مطالعه این پدیده می تواند منجر به تشدید نابرابری ها، فرسایش اعتماد عمومی و کاهش تاب آوری فرایند کشورداری شود. راهبردهایی نظیر بازنگری دوره ای خط مشی ها، مشارکت فراگیر ذی نفعان و بهره گیری از فناوری های داده محور راهبردهای پیشنهادی برای مقابله با این پدیده پیشنهاد شده است. در پایان پرسش های پژوهشی جدیدی برای مطالعه بیشتر این پدیده ارائه شده است.Editorial: What Brings the Machinery of Governance to a Halt: Understanding the Phenomenon of the "Creeping Ineffectiveness of Public Policies"
The gradual deviation of public policies, as a latent challenge in governance, subtly distorts policies away from their original goals, thereby undermining the efficiency, equity, and legitimacy of political systems. This phenomenon—potentially driven by institutional inertia, stakeholder conflicts of interest, and the inability to adapt to social, economic, and technological changes—has profound effects on social cohesion and national resource allocation. This paper analytically explores the roots, pathways, and consequences of such deviation within the theoretical framework of governance and, through a comparative study of selected countries, explains the inefficiencies arising from it. The persistence of this phenomenon can intensify inequalities, erode public trust, and reduce the resilience of governance processes. Proposed strategies to counteract it include periodic policy reviews, inclusive stakeholder engagement, and the use of data-driven technologies. Finally, new research questions are introduced to further examine this phenomenon.
