ارزشیابی ظرفیت رویکردهای خط مشی گذاری در تأمین حق بر سلامت زنان (مقاله علمی وزارت علوم)

چکیده
اساس شکل گیری جوامع و مدنی شدن آن، استیفای حقوق و حفاظت و تضمین آن است. در کشورهای توسعه یافته، ایجاد و دسترسی به حق بر سلامت از اولویت های مهم به شمار می آید و فرایند خط مشی گذاری در این حوزه مبتنی بر اتخاذ رویکردهای موجود، می تواند نتایج متفاوتی را رقم بزند. این پژوهش به روش اسنادی انجام گرفته و در گام اول به طرح رویکردهای موجود خط مشی گذاری شامل رویکرد ارزش محور، رویکرد شواهدمحور و رویکرد حق محور پرداخته شده و مزایا و معایب بهره مندی از هریک تبیین شده است. نتایج نشان می دهد تدوین یک چشم انداز و طراحی ساختار جامع که با تکیه بر حقوق بشر و عدالت شکل گرفته است و دارای ثبات و اثربخشی است، ضرورت دارد و اتخاذ رویکرد حق محور که تأمین و تضمین حقوق عامه مردم از جمله زنان، شفافیت، انطباق و انسجام، ثبات، کاهش تضادها از جمله آثار آن است، بر سایر رویکردها ارجحیت دارد و می تواند حوزه خط مشی گذاری را از حالت جنسیت بزداید و خنثی رها سازد، البته نباید از رابطه تکمیل کننده رویکردها غافل شد. در صورت به کارگیری هریک از رویکردها در چرخه خط مشی گذاری، آنها می توانند مکمل یکدیگر باشند نه در تقابل و تضاد با یکدیگر. ضروری است بنیان و اساس شکل گیری و تدوین رویکردها بر حق محوری باشد و در مرحله اجرا از رویکرد ارزش محور و در ارزیابی از رویکرد شواهدمحور بهره برده شود.Evaluating the Capacity of Policy-Making Approaches in Securing the Right to Women's Health
The basis of societies and their civilization is the fulfillment of rights and their protection and guarantee. In developed countries, creating and accessing the right to health is one of the most important priorities, and the policy-making process in this area can produce different results based on the adoption of varous approaches. This research has been done by documentary method and in the first step, it will discuss the existing approaches of policy-making, including the value-based approach, the evidence-based approach and the rights-based approach, and the advantages and disadvantages of benefiting from that explains each one. The results show that if any of the approaches are used in the policy cycle, they can be complementary to each other and not in conflict with each other. It is necessary to base the formation and development of approaches on rights and use the value-oriented approach in the implementation phase and the evidence-oriented approach in the evaluation.
