چکیده
در فضای شهرها بسیاری از الگوهای مدیریتی دچار تغیرات اساسی شده است. به همین خاطر لازم است الگوی مطلوب حکمروایی سیاسی- فضایی شهرها تبیین شود. هدف از تحقیق حاضر، تبیین الگوی مطلوب حکمروایی سیاسی- فضایی شهر تهران در کلیه ابعاد می باشد. مقاله حاضر به عنوان یک ارزیابی تحلیلی و با ارائه رویکردهای متنوع بر اساس غنا و تنوع مفهومی در حوزه های علوم اجتماعی، اقتصادی، برنامه ریزی و توسعه شهری از رویکرد سیستمی بهره مند شده و سعی بر آن دارد، ضمن معرفی حکمرانی شهری و نظریات آن، الگوی مطلوب حکمروایی سیاسی- فضایی شهر تهران را تبیین کند. در همین راستا، مقاله حاضر که به لحاظ هدف کاربردی و اطلاعات آن به روش اسنادی فراهم آمده سعی در تبیین این موضوع دارد. نتایج پژوهش بیانگر آن است که امروزه اداره کلان-شهر تهران با توجه به مقطع حساسی که در آن قرار گرفته است، عرصه آزمون و خطا نیست؛ زیرا مستقیماً با سرنوشت شهروندان سروکار دارد. بنابراین لازم است با نهایت دقت و ظرافت و محاسبات علمی الگوی حکمروایی شایسته در ابعاد فضایی– سیاسی کلان شهر تهران پیاده سازی شود. نتایج الگوی شهر تهران گویای آن بود که بهترین الگو برای شهر تهران الگویی است که مشارکت شهروندی را در نظر گرفته، عدالت فضایی و سیاسی شهر را مد نظر قرار دهد و ضمن توجه به کل نواحی شهری و محلات شهر تهران، دارای رویکردی پایین به بالا باشد. این الگو می تواند تا حدود زیادی از انواع هزینه های تحمیلی بر شهر حاصل از اجرای خط مشی های ناپخته و کژخط مشی های عمومی در عرصه مدیریت شهری، جلوگیری نماید.Clarifying the ideal model of political-spatial governance of Tehran city
In the space of cities, many management patterns have undergone fundamental changes. Therefore, it is necessary to explain the desirable pattern of political-spatial governance of cities. The purpose of this research is to explain the ideal pattern of political-spatial governance of Tehran city in all dimensions. This article, as an analytical evaluation and by presenting diverse approaches based on conceptual richness and diversity in the fields of social sciences, economics, urban planning and development, benefits from a systemic approach and tries to do so, while introducing urban governance. and its theories to explain the desirable pattern of political-spatial governance of Tehran city. In this regard, the present article, which is provided in terms of its practical purpose and information in a documentary way, tries to explain this issue. The results of the research show that today, the administration of the metropolis of Tehran is not a trial and error field, considering the critical phase in which it is located; Because it directly deals with the fate of citizens. Therefore, it is necessary to implement with the utmost precision, elegance and scientific calculations the model of competent governance in the spatial-political dimensions of Tehran metropolis. The results of the model of Tehran city showed that the best model for the city of Tehran is a model that considers citizen participation, takes into account the spatial and political justice of the city, and while paying attention to the entire urban areas and neighborhoods of Tehran, has a bottom-up approach.
