چکیده
هدف از پژوهش حاضر، بررسی نقش انتظارات شهروندان از سازمان های دولتی بر تعهد به مسئولیت اجتماعی سازمان ها با نقش میانجی اخلاق حرفه ای است . پژوهش حاضر بر اساس ماهیت هدف، در زمره پژوهش های کاربردی قرار دارد و به شیوه پیمایشی اجرا شده است و همچنین پایه و اساس پژوهش از فلسفه پارادایمی اثبات گرایی تبعیت می کند. جامعه آماری پژوهش حاضر دانشجویان دانشگاه محقق اردبیلی است. که تعداد نمونه 384 نفر انتخاب شدند همچنین روش نمونه گیری نیز خوشه ای چند مرحله است. در پژوهش حاضر از ابزار پرسشنامه استاندارد در جهت گردآوری داده استفاده شده است، سپس در راستای تجزیه و تحلیل از روش بوت استراپ و رگرسیون خطی از نرم افزارهای SPSS و Amos بهره گرفته شد. در راستای آزمون فرضیه های پژوهش، از رگرسیون خطی استفاده شد که نتایج حاکی از آن بود که انتظارات شهروندان از سازمان های دولتی بر تعهد به مسئولیت اجتماعی و اخلاق حرفه ای تاثیر مثبت و معنی داری دارد و تاثیر مثبت و معنی دار اخلاق حرفه ای بر تعهد به مسئولیت اجتماعی نیز به تایید رسید و در نهایت با استفاده از روش تحلیل مسیر، نقش میانجی اخلاق حرفه ای در تاثیر انتظارات شهروندان از سازمان های دولتی بر تعهد به مسئولیت اجتماعی در فرضیه چهارم تایید شد. با توجه به یافته های پژوهش می توان دریافت ، رابطه بین دو متغیر انتظارات شهروندان از سازمان های دولتی و تعهد به مسئولیت اجتماعی توسط متغیر اخلاق حرفه ای تشدید می شود و اگر اخلاق حرفه ای بهبود یابد این اثر قوی تر و اگر اخلاق حرفه ای ضعیف شود این رابطه نیز ضعیف خواهد شد.Investigating the Effect of Citizens' Expectations of Government Organizations on Commitment to Social Responsibility with the Mediating Role of Professional Ethics
The primary objective of this research is to investigate the influence of citizens' expectations of government organizations on organizational social responsibility, with a mediating role of professional ethics. Classified as applied research based on its objectives, this study was conducted using a survey method. Grounded in a positivist paradigm, the research population consisted of students at Ardabil University. A sample size of 384 individuals was selected using a multi-stage cluster sampling technique. Standardized questionnaires were employed for data collection, and both bootstrapping and linear regression analyses were conducted using SPSS and AMOS software. To test the research hypotheses, linear regression analysis was utilized. The results indicated that citizens' expectations of government organizations have a positive and significant impact on both organizational social responsibility and professional ethics. Furthermore, the positive and significant influence of professional ethics on organizational social responsibility was confirmed. Finally, using path analysis, the mediating role of professional ethics in the impact of citizens' expectations on organizational social responsibility was validated in the fourth hypothesis. Based on the research findings, it can be concluded that the relationship between the two variables of citizens' expectations of government organizations and organizational social responsibility is strengthened by the mediating variable of professional ethics. If professional ethics improve, this effect becomes stronger, and conversely, if professional ethics weaken, the relationship also weakens. Introduction Citizens' expectations drive organizations towards a commitment to social responsibility. However, other factors can also influence this relationship. Professional ethics can be considered a key element in this regard, as challenges and issues related to professional ethics in all organizational and managerial sectors can lead to problems such as irresponsibility, decreased productivity and quality, uncertainty, feelings of inadequacy, anger, failure, fatigue, dissatisfaction, and burnout (Imam Doost et al, 2020). Given the role of government organizations in providing quality services to citizens and fulfilling their expectations by focusing on social responsibility and considering professional ethics, this research seeks to answer the following question: How do citizens' expectations of government organizations, with an emphasis on professional ethics, affect organizations' commitment to implementing social responsibility? Case study University of Mohaghegh Ardabili Materials and Methods The primary objective of this research is to examine the role of citizens' expectations of government organizations on organizational social responsibility, with a mediating role of professional ethics. Based on its objectives, this research is classified as applied research and is descriptive in nature, using a survey method. The population of this study includes all 12,000 students at Ardabil Mohaqheqh University who use government services. A sample size of 384 individuals was selected using a multi-stage cluster sampling technique based on Morgan's table. A standardized questionnaire was used as a data collection tool. Content and face validity were used to assess the validity of the research, while Cronbach's alpha was used to assess the reliability of the questionnaire. Results of the Cronbach's alpha test on a sample of 45 students from Ardabil Mohaqheqh University showed that the reliability coefficients for the questionnaires on citizens' expectations of government organizations, commitment to social responsibility, and professional ethics were 0.789, 0.812, and 0.809, respectively, indicating reliable questionnaires for the research. Discussion and Results To test the research hypotheses, linear regression analysis was employed. The results indicated that citizens' expectations of government organizations have a positive and significant impact on both commitment to social responsibility and professional ethics. Furthermore, the positive and significant impact of professional ethics on commitment to social responsibility was also confirmed. Finally, using path analysis, the mediating role of professional ethics in the influence of citizens' expectations of government organizations on commitment to social responsibility was supported in the fourth hypothesis. Based on the research findings, it can be inferred that the relationship between the two variables of citizens' expectations of government organizations and commitment to social responsibility is strengthened by the variable of professional ethics. If professional ethics improve, this effect will be stronger, and if professional ethics weaken, this relationship will also weaken. Conclusion The results demonstrate that citizens' expectations of government organizations have a significant impact on commitment to social responsibility, mediated by professional ethics. Therefore, it can be argued that professional ethics plays a mediating role in the influence of citizens' expectations on government organizations and their commitment to social responsibility. To explain the research findings regarding the mediating role of professional ethics in strengthening the relationship between citizens' expectations of government organizations and commitment to social responsibility, the concept of citizens' expectations can be defined as a state where employees' opinions, suggestions, and criticisms are considered by managers and colleagues, ultimately leading to more effective decisions and improved processes. Based on this definition of citizens' expectations, the concepts of skills, relationships, and teamwork become significant for the manifestation of citizens' expectations. Thus, the concept of skills and motivating individuals can cover the encouragement dimension of citizens' expectations. The concept of interpersonal relationships can be related to the safety dimension of citizens' expectations, and the concept of teamwork can represent the efficiency dimension of citizens' expectations.
