چکیده
ایران و تاجیکستان هر دو متعلق به حوزه جغرافیایی، تمدنی و فرهنگی ایران بزرگ هستند و بر همین اساس مشابهت های فرهنگی و تاریخی زیادی دارند. این مشابهت های فرهنگی نیز همچون روابط سیاسی و اقتصادی بستری برای تقویت روابط میان دو کشور را فراهم می کند. براین اساس این پژوهش به دنبال پاسخ به این پرسش است که چالش ها و فرصت های دیپلماسی فرهنگی ایران در قبال تاجیکستان چیست؟ فرضیه این پژوهش در پاسخ به پرسش حاضر دربرگیرنده مؤلفه هایی به عنوان فرصت ها و چالش های دیپلماسی فرهنگی میان دو کشور است. به این صورت که زبان فارسی، نوروز، تاریخ مشترک، وابستگی های نژادی، اشتراکات دینی و آداب ورسوم مشترک به عنوان فرصت های دیپلماسی فرهنگی میان دو کشور می تواند سبب همگرایی بیشتر ایران و تاجیکستان شود که این مسئله نیاز به اتخاذ سیاست پایدار و پیگیری مداوم دستگاه دیپلماسی فرهنگی کشور دارد تا از این فرصت ها به خوبی بهره برداری شود. چالش های دیپلماسی فرهنگی ایران در قبال تاجیکستان نیز به دو سطح داخلی و خارجی تقسیم شده است. در سطح داخلی ازجمله عدم اتخاذ رویکرد واقع گرایانه در روابط میان دو کشور و عدم هماهنگی و موازی کاری میان دستگاه های متولی دیپلماسی فرهنگی ایران و در سطح خارجی نیز فعالیت رقبای منطقه ای و فرامنطقه ای دارای تضاد منافع با ایران در تاجیکستان و تلاش آن ها برای اثرگذاری فرهنگی و سیاسی بر عرصه عمومی و نخبگانی این کشور، مهم ترین چالش های دیپلماسی فرهنگی در روابط دو کشور است.Opportunities and challenges of cultural diplomacy of Iran and Tajikistan
Iran and Tajikistan both belong to the geographical, civilizational and cultural area of Greater Iran and therefore have many cultural and historical similarities. These cultural similarities, like political and economic relations, provide a basis for relations between the two countries. Accordingly, this research seeks to answer the question of what are the challenges and opportunities of Iran's cultural diplomacy towards Tajikistan? The hypothesis of this research in answering the present question includes components as opportunities and challenges of cultural diplomacy between the two countries. In this way, the Persian language, Nowruz, common history, ethnic affiliations and religious commonalities and customs as opportunities for cultural diplomacy between the two countries can lead to greater convergence between Iran and Tajikistan, which requires the adoption of a sustainable policy and continuous follow-up by the country's cultural diplomacy apparatus to exploit these opportunities well. The challenges of cultural diplomacy between Iran and Tajikistan are also divided into two levels: internal and external. Challenges at the domestic level, including the lack of a realistic approach in relations between the two countries and the lack of coordination and parallel work between the institutions in charge of Iran's cultural diplomacy, and at the external level, the activities of regional and trans-regional competitors with conflicting interests with Iran at the Tajik level and their efforts to exert cultural and political influence on the public and elite spheres of this country, are the most important challenges to cultural diplomacy in relations between the two countries.
