چکیده
یکی از موضوعات مهم و پراهمیت حقوق بین الملل در دوران معاصر مسئولیت بین المللی دولت است؛ زیرا که این موضوع رابطه نزدیکی با دیگر حوزه های حقوق بین الملل بویژه مبحث صلح و امنیت بین المللی دارد. بنابراین تبیین دقیق مسئولیت بین المللی دولت و ملزم بودن به آن، موجب توسعه ضمانت اجرای حقوق بین الملل است. بر مسئولیت بین المللی دولت آثاری مفید و ارزشمند مترتب است؛ لزوم جبران خسارت مادی و حتی در مواردی معنوی از زیان دیده نمونه بارز چنین آثاری است. توسعه این نهاد حقوقی سبب تضمین منافع قدرت های کوچک در مقابل قدرت های بزرگ است. سؤال اساسى این است که چه نیرویى دولت را در قبال خسارت بزه دیده موظف و یا احیاناً مسئول نشان مى دهد. چه توجیهى وجود دارد که دولت مسئول جبران خسارتى باشد که از ناحیه دیگرى بزهکار وارد شده است؟ یکی از مهمترین ابزارهای ارتقا و بهبود جایگاه و وضعیت بزه دیدگان، تدوین راهبردهای منطقه ای است که از رهگذر نقاط مشترک فرهنگ ها و سنت های کشورهای یک منطقه می توان به آن دست یافت.Compensation for the victims of violent crimes in Iranian law, explaining its geographical dimensions
One of the most important issues of international law in the contemporary era is the international responsibility of the government; Because this issue has a close relationship with other areas of international law, especially the issue of international peace and security. Therefore, the precise explanation of the international responsibility of the government and being bound to it leads to the development of the guarantee of the implementation of international law. The international responsibility of the government has useful and valuable effects; The necessity of compensating the material and even spiritual damages of the injured is a clear example of such works. The development of this legal institution ensures the interests of small powers against big powers. The main question is which force makes the government liable or possibly responsible for the damage suffered by the victim. What justification is there for the government to be responsible for compensating the damage caused by another area - the criminal? One of the most important means of promoting and improving the position and condition of the victims is the formulation of regional strategies that can be achieved through the common points of cultures and traditions of the countries of the same region.
