روش بهینه سطح بندی سکونتگاه های روستایی استان گیلان از نظر توسعه یافتگی

چکیده
شناخت گونه های متنوع سکونتگاه های روستایی گیلان و طبقه بندی آن ها، زیربنای برنامه های توسعه روستایی و ناحیه ای است که می تواند رهگشای شناخت نیازها، توانمندی ها، محدودیت ها، تنگناهای روستاها و سنجش سطح توسعه یافتگی یا محرومیت روستاها باشد. با توجه به ویژگی های کالبدی و اجتماعی- اقتصادی روستاهای گیلان، نمی توان به سادگی از الگوها و روش های رایج در طبقه بندی سطح توسعه یافتگی روستاها پیروی نمود. براین اساس، با گونه شناسی روستاهای گیلان از نظر محیطی و اجتماعی- اقتصادی و شناخت تنگناها و توانمندی های هر گروه از روستاها در سطح عرصه های طبیعی استقرار روستاها (جلگه ای کوهپایه ای و کوهستانی) و در سطح واحدهای اداری (دهستان و بخش)، می توان به سطح توسعه یافتگی و میزان محرومیت آن ها دست یافت. در این پژوهش با بهره گیری و تلفیق روش های علمی شناخته شده، کوشیده ایم تا روش مناسب و بهینه ای را برای طبقه بندی روستاها و سنجش میزان توسعه یافتگی آن ها ارائه دهیم و بر پایه آن شاخص های مهم بررسی میزان توسعه یافتگی یا محرومیت روستاها را در گیلان شناسایی کنیم.The OptimalLevel of ClassifiedofDevelopmentMethodsVillagesinGuilan
Identifying various types of rural residences inGuilan and their categorizations serves as a base for rural development programs that can open ways to discover needs،capabilities، limitations and difficulties in villages and measure the level of development and deprivation in villages.Concerning physical and social-economic characteristics of Guilan villages، common models and methods for categorization of level of development cannot be easily used and followed.According to this،by classification of Guilan villages in terms of environmental and social-economic aspects and identification of the difficulties and capabilities of each group of villages at the natural level of their settlement (plain، foothill and mountain) and atthe level of official units (rural district and district), their development and privation level can be attained.In this research، by using and combining known scientific methodologies، we have tried to present an appropriate and optimum method for categorizing of villages and measuring the rate of their development. Relying on this method we have attempted to identify the main indexes of studying the rate of development or privation of Guilan villages.
