The purpose of this study is to substantiate the basic principles and prerequisites for the formation of project maturity of public administration for the successful implementation of digital governance projects. The relevance of this study is due to the need to implement the task of digital transformation of Ukraine by solving the problem of modernization of public administration on the basis of constant increase of project maturity of the organizations.The study proved the existence of a direct dependence of prospects for the implementation of digital transformation projects on the level of project maturity of public management. A variant of the project maturity model adapted to the local self-government body is being developed. The model assumes three levels of maturity of local governments. It has established that the majority of the created united territorial communities of Ukraine were characterized by the first two levels of maturity. The implementation of the maturity model makes it possible to assess the current state of the system, choose adequate tools for staff training, create conditions for continuous improvement and realization of the potential of the local community for the implementation of digital transformation projects.

Pathology of Strategic Human Resource Management System Based on Digital Transformation Governance(مقاله علمی وزارت علوم)

Purpose :The main purpose of this research was the pathology of strategic human resource management system based on digital transformation governance. The analysis has been done in Gachsaran Oil and Gas Exploitation Company with the grounded theory approach. Method : This research is a heuristic combination of consecutive type and model tooling, model design and compilation based on the criteria designed by the model. Library method and documentary studies were used to collect theoretical foundations. In the qualitative section, using the research method of case study and semi-structured interviews with experts and professors, the criteria of the research model were developed. In order to select a suitable sample from the community of experts and university professors, non-random sampling method, selective purposeful sampling method (snowball) and theoretical saturation criterion were used and from the sample technique of key individuals (experts) 15 people were selected. Findings : Findings show that in the digital transformation path, factors such as employment system balance, equitable distribution of responsibilities, career path management, functional stability, manpower capability, fitness and work environment, individual creativity, political and legal factors, cultural conflict, environmental developments, specific individual and organizational components, and financing influence the strategic human resource management system. Conclusion : In the path of digital transformation in the organization, in order to eradicate organizational harms and improve the productivity of the organization and the workforce, the factors found in this research should be considered and examined so that the organization can progress.

A Governance Framework for Digital Transformation in Banking: Unveiling Archetypes through Latent Class Analysis(مقاله علمی وزارت علوم)

The banking industry is undergoing a significant transformation driven by digital technologies, evolving customer behaviors, and increasing regulatory pressures. To remain competitive, banks must adopt governance frameworks that integrate digital innovations to enhance operational efficiency and improve environmental, social, and governance (ESG) performance. This study identifies governance framework archetypes essential to digital transformation in banks through a comprehensive research methodology, including a literature review of digital governance frameworks, a comparative analysis of 11 leading digital banks worldwide, and latent class analysis to uncover key archetypes. Our findings reveal nine distinct governance archetypes, categorized into three dimensions: structural, including Centralized, Semi-centralized, and Open Innovation-oriented banks; dedicated processes, comprising Continuous Improvement, Vanguard, and Fast Follower banks; and relational mechanisms, featuring Self-empowering, Explorer, and Relationship-oriented banks. This classification advances the understanding of governance approaches that effectively support banks in their digital transformation journeys. The implications of these archetypes are substantial, offering a framework for banks to align their strategies with digital transformation initiatives. By adopting these governance structures, banks can better navigate the complexities of the digital landscape, foster innovation, and ultimately enhance their service offerings while addressing the evolving demands of customers. This research contributes to the growing body of knowledge on digital governance in banking and provides guidance for financial institutions striving to succeed in an increasingly digital world.
