چکیده
بارشد جمعیت شهرها و نیاز به مساکن جدید، آینده پژوهی ازجمله گفتمان های جدید با رویکرد مشارکتی است که در تلفیق با برنامه ریزی مسکن شهری دیدگاه های نوینی را دراین حوزه ایجاد می کند. پژوهش حاضر با هدف برنامه ریزی راهبردی مسکن در شهر خرم آباد بر مبنای سناریونویسی با شناسایی عوامل کلیدی و استراتژیک تاثیرگذار بر برنامه ریزی مسکن شهر و تهیه سناریوهای وضعیت آینده مسکن شهر خرم آباد انجام شده است. این پژوهش ازلحاظ هدف کاربردی و به لحاظ ماهیت توصیفی- تحلیلی است. از نظر روش شناسی نیز، با استفاده از علم آینده پژوهی و مبتنی بر شیوه راهبردی با تحلیل های استراتژیک است. تعداد 30 نفر از خبرگان برنامه ریزی شهری و مسکن شهر خرم آباد که با روش گلوله برفی انتخاب شده اند درآن مشارکت داشته اند. پس از شناسایی مجموعه پیشران های اثرگذار در برنامه ریزی راهبردی مسکن شهر خرم آباد، این محرک ها براساس روش تحلیل اثرات متقاطع بررسی شدند، که 6 سناریو با حالت های خوش بینانه، مطلوب، ادامه وضع موجود، واقع بینانه، بدبینانه و بحرانی بدست آمد. درنتیجه سناریوهای پیشنهادی عبارتند از: ایجاد انگیزه جهت سرمایه گذاری در بافت فرسوده، افزایش تراکم در مناطق قابلیت دار، بهسازی و نوسازی مساکن واقع در بافت های تاریخی، توسعه مسکن با حمایت دولت، استفاده از اراضی بایر قابل برنامه ریزی، کنترل نوسانات شدید در بخش مسکن، افزایش درآمد سرانه شهروندان.Strategic housing planning based on scenario writing, case study: K horramabad city
"In light of the accelerating pace of urban population growth and the rising demand for adequate housing, futures studies-recognized as a contemporary discourse grounded in participatory approaches-has increasingly been integrated into urban housing planning, fostering the development of forward-looking and strategic perspectives in the field. The present study was conducted with the aim of strategic housing planning in khorramabad city based on scenario writing by identifing key and strategic factors affecting the city's housing planning and preparing scenarios for the housing situation in khorramabad city. " This study is applied in terms of its objective and descriptive-analytical in nature. Methodologically, it employs futures studies and is based on a strategic approach, utilizing strategic analyses to examine the subject matter. In this study, 30 urban planning and participated in it housing experts from khorramabad city , selected by snowball method, “After identifying the set of effective drivers in the strategic housing planning of Khorramabad city”these drivers were analyzed using the Cross-Impact Analysis method, leading to the development of six future housing scenarios for the city: optimistic, desirable, status quo, realistic, pessimistic, and critical. As a result of the scenario analysis, a set of proposed strategies and policy recommendations were formulated to support the improvement of the future housing situation in Khorramabad. These include: Encouraging investment in deteriorated urban fabrics. Increasing building density in areas with development potential. Upgrading and renovating residential units in historical districts. Promoting housing development through targeted government support. Utilizing vacant lands with planning potential. Controlling extreme fluctuations in the housing market. Enhancing citizens' per capita income to improve housing affordability.
