چکیده

صنعت گردشگری به عنوان یکی از مؤلفه های اصلی اقتصاد جهانی، در خلق ارزش افزوده اقتصادی، ارتقای اشتغال و تقویت کارآفرینی نقشی مؤثر ایفا می کند. این صنعت با بهره گیری از ظرفیت های بومی و طبیعی به توسعه پایدار مناطق مستعد کمک می کند. این پژوهش با هدف بررسی تأثیر توسعه صنعت گردشگری در اشتغال زایی و کارآفرینی در ولایت بامیان، یکی از ولایات مستعد گردشگری در افغانستان، انجام شده است. به منظور برآورد الگو، از رویکردی تحلیلی با بهره گیری از روش شناسی ترکیبی (کمّی و کیفی) استفاده شده است. یافته های پژوهش حاکی از آن است که توسعه صنعت گردشگری تأثیر مثبت و معناداری در شاخص های اشتغال زایی و کارآفرینی در بامیان دارد. نتایج تحلیل هم بستگی پیرسون نشان می دهد که میان شاخص توسعه صنعت گردشگری و اشتغال زایی ضریب هم بستگی 0/85 و با شاخص کارآفرینی 0/78 برقرار است. همچنین، تحلیل رگرسیون خطی بیانگر آن است که با افزایش یک واحدی در شاخص توسعه صنعت گردشگری، نرخ اشتغال به طور میانگین 1/32 واحد افزایش و شاخص کارآفرینی 1/45 واحد بهبود یافته است. علاوه براین، نتایج تحلیل کیفی نیز نشان می دهد که گردشگری به عنوان کاتالیزوری اقتصادی، زمینه ساز شکل گیری و رشد کسب و کارهای نوپا در حوزه های همچون اقامتگاه های بوم گردی، صنایع دستی و خدمات گردشگری شده است. بااین حال، ضعف زیرساختی، محدودیت های مالی و فقدان سیاست های حمایتی کارآمد ازجمله چالش هایی هستند که بهره برداری کامل از ظرفیت های گردشگری بامیان را با موانعی مواجه ساخته اند.

The Impact of Tourism Industry Development on Employment and Entrepreneurship in Bamyan, Afghanistan

Tourism, as a pivotal engine of global economic growth, plays a transformative role in not only value creation but also the advancement of employment and entrepreneurial ecosystems. This study employs a comprehensive analytical framework that combines advanced econometric modeling with qualitative inquiry to examine the impact of tourism development on job creation and entrepreneurial activity in Bamyan province, Afghanistan. Anchored in the theories of sustainable development and regional entrepreneurship, the research utilizes linear regression analysis, Pearson correlation, and thematic analysis to derive robust empirical insights. The findings reveal a statistically significant and positive association between tourism development and improvements in employment and entrepreneurship indices. Key enabling factors—including infrastructure development, service quality enhancement, and institutional support—are identified as critical to amplifying the sector’s economic multiplier effects. Empirical evidence indicates that tourism-induced growth fosters long-term employment stability, reduces regional unemployment, and enhances economic resilience among local communities. Furthermore, tourism serves as a catalyst for entrepreneurial innovation, particularly in sectors such as eco-tourism, handicrafts, and hospitality services. Nonetheless, persistent structural deficiencies, financial limitations, and the absence of coherent policy frameworks significantly constrain the region’s ability to fully harness its tourism potential. Strategic interventions and policy reforms are therefore imperative to unlock Bamyan’s sustainable economic trajectory. Introduction Tourism has emerged as a critical driver of sustainable economic development, particularly in regions rich in cultural heritage and natural beauty. It offers numerous socio-economic benefits, such as job creation, income generation, and the stimulation of entrepreneurial activities. The labor-intensive nature of tourism makes it a key sector in providing employment opportunities across multiple industries, from hospitality to transportation, while also creating opportunities for local entrepreneurship. As a global economic engine, tourism is not only a tool for value creation but also a strategic instrument for fostering economic diversification, particularly in fragile and developing economies. In Afghanistan, where decades of conflict have left a significant impact on the economy, the tourism sector remains underdeveloped and largely untapped. However, the potential for tourism to serve as a catalyst for economic transformation is immense, especially in provinces such as Bamyan. Known for its UNESCO World Heritage sites, including the iconic Buddha statues, pristine natural landscapes, and a rich cultural heritage, Bamyan offers substantial potential for growth in tourism. Yet, despite these advantages, the region faces a series of structural barriers—such as inadequate infrastructure, lack of access to finance, limited institutional capacity, and fragmented policy frameworks—that have stunted the development of the tourism sector. In this context, the question arises: Can the development of tourism in Bamyan serve as a catalyst for both job creation and entrepreneurship? This study aims to explore the role of tourism in the economic development of Bamyan by examining its impact on employment generation and entrepreneurship. Through a mixed-methods approach, combining econometric analysis with qualitative research, this study seeks to uncover the complex relationship between tourism development and economic outcomes in this region. The research is guided by two central hypotheses: H1: Tourism development has a statistically significant positive effect on employment generation in Bamyan. H2: Tourism development significantly enhances entrepreneurial activity in the region. Understanding these dynamics is critical for formulating evidence-based policy recommendations that can unlock the potential of tourism in Afghanistan, leading to long-term economic sustainability.   2. Literature Review Extant literature underscores tourism’s role in enhancing local economic resilience, fostering innovation, and improving quality of life, particularly in developing and post-conflict settings. Tourism generates employment directly through hospitality and service industries, and indirectly through supply chains and local enterprise development. Studies by Elizabeth (2024), Fieger et al. (2024), Rahman et al. (2024), and Ladkin et al. (2023) emphasize the need for integrated policy frameworks and institutional capacity building to maximize tourism’s socio-economic benefits. Further, entrepreneurship driven by tourism has been shown to stimulate inclusive growth, particularly in niche sectors such as eco-tourism, cultural heritage industries, and artisanal handicrafts. However, the literature also highlights barriers such as limited access to capital, lack of training, and poor infrastructure—challenges that are especially pronounced in fragile contexts like Afghanistan.   3. Methodology The study adopts a mixed-methods approach, integrating quantitative and qualitative data to ensure a comprehensive evaluation of tourism’s economic impact. The research is applied and descriptive-analytical in design. Quantitative data were collected through structured questionnaires distributed among local entrepreneurs, tourism workers, and business owners in Bamyan. Statistical analysis was conducted using SPSS, employing Pearson correlation, linear regression, and ANOVA to test hypotheses and measure variable relationships. Qualitative data were obtained via semi-structured interviews with tourism professionals, policymakers, and regional development experts. A thematic analysis framework was used to identify recurring patterns and challenges. This integrated methodology enabled triangulation of findings and enhanced the validity of the results.   4. Results The quantitative analysis provides robust evidence that tourism development in Bamyan has had a positive and statistically significant effect on employment and entrepreneurship. The regression models indicate a strong correlation between the growth of the tourism sector and job creation in the region. Specifically, the Pearson correlation coefficient between tourism development indicators and employment growth was found to be r = 0.85 (p < 0.000), suggesting a high positive association between the two variables. This finding underscores the importance of the tourism sector in providing employment opportunities, particularly in areas with limited alternative industries. The development of tourism in Bamyan has created jobs not only in the hospitality and service sectors but also in related industries such as transportation, food services, and construction. For example, the opening of new hotels, eco-lodges, and tour agencies has created numerous direct and indirect employment opportunities. Moreover, the tourism industry has spurred the development of local supply chains, further amplifying its economic impact. In terms of entrepreneurship, the study found that tourism development has stimulated significant growth in small and medium-sized enterprises (SMEs). The Pearson correlation between tourism development and entrepreneurship was r = 0.78, reflecting a strong relationship between the two. Entrepreneurs in Bamyan have increasingly ventured into tourism-related businesses, such as handicraft shops, tour guide services, eco-tourism ventures, and transportation services. The growth of these businesses is directly linked to the influx of tourists, which has created a burgeoning market for locally produced goods and services. The qualitative analysis further corroborates these findings. Interviews with local entrepreneurs, tourism professionals, and government officials revealed that the primary drivers of tourism-related entrepreneurship include the region's natural beauty, cultural heritage, and the increasing interest from both local and international tourists. Respondents highlighted the success stories of local businesses, particularly in eco-tourism, where entrepreneurs have capitalized on the region’s unique environment and cultural resources. However, despite these positive developments, several key constraints were identified that limit the full potential of tourism development in Bamyan. These include: Limited access to finance: Many entrepreneurs struggle to secure funding to start or expand their businesses. The lack of affordable financing options hampers growth and innovation within the sector. Inadequate training in business management and marketing: Local entrepreneurs often lack the necessary skills to effectively manage and market their businesses, which reduces their ability to compete in the broader tourism market. Poor transport and accommodation infrastructure: While Bamyan’s cultural and natural assets are significant, the region's underdeveloped infrastructure makes it difficult for tourists to access and enjoy these sites. Issues such as limited road access, inadequate public transportation, and a lack of modern hotels and lodges remain major barriers to attracting more visitors. Weak coordination among government agencies and private sector actors: Effective tourism development requires strong collaboration between government entities, private businesses, and local communities. However, in Bamyan, coordination among these stakeholders remains weak, resulting in fragmented efforts and missed opportunities. Despite these constraints, the overall findings point to a significant opportunity for tourism to contribute to Bamyan’s economic development, particularly in terms of employment generation and entrepreneurship.   5. Conclusion The results of this study provide compelling evidence that tourism development in Bamyan has had a positive impact on employment generation and entrepreneurial activity. The tourism sector has created new livelihood opportunities for local residents and enabled innovation among entrepreneurs. Small businesses in sectors such as eco-tourism, handicrafts, and hospitality have flourished as a result of increased tourist flows. Moreover, tourism has contributed to reducing regional unemployment and enhancing the economic resilience of local communities. However, while the potential of tourism is evident, several systemic barriers continue to hinder its full realization. In order to unlock the full economic potential of tourism in Bamyan, strategic interventions are necessary. Several policy recommendations have been identified to address the challenges and foster the sustainable development of tourism in the region: Infrastructure investment: Significant investment is needed in transport infrastructure, including roads, airports, and public transportation systems, as well as in accommodation facilities and public amenities. These investments would improve the accessibility and attractiveness of Bamyan as a tourist destination. Human capital development: Targeted training programs should be implemented to improve the skills of local entrepreneurs, tourism service providers, and workers in the hospitality industry. Training in business management, marketing, and digital skills is particularly crucial for helping local businesses thrive in a competitive tourism market. Financial mechanisms: The establishment of financial mechanisms such as low-interest loans, tax incentives, and startup grants would provide much-needed capital for local entrepreneurs to start and grow tourism-related businesses. Public-private partnerships could also play a key role in fostering investment in the sector. Policy coherence and coordination: It is crucial for government agencies to work together with private sector actors to create a coherent policy framework for tourism development. Coordination between these stakeholders would ensure that efforts are aligned and that resources are used effectively. By adopting a comprehensive and integrated approach to tourism development, Bamyan can position itself as a leading destination for sustainable tourism in Afghanistan. This would not only contribute to the region’s economic resilience but also support broader national development goals, particularly in fostering inclusive growth and reducing poverty in post-conflict regions. The findings of this study offer valuable insights for other regions in Afghanistan and similar fragile economies seeking to leverage tourism as a tool for sustainable economic development.
