شناسایی و تبیین چالش های راهبردی و پیامدهای آنها در برگزاری رویدادهای ملی ورزشی : با رویکرد ساختگرا (مقاله علمی وزارت علوم)

چکیده
این پژوهش با هدف شناسایی و تبیین چالش های راهبردی و پیامدهای آنها در برگزاری رویدادهای ملی ورزشی با رویکرد ساختگرا انجام شده است. پژوهش حاضر جزو تحقیقات کیفی و مبتنی بر نظریه داده بنیاد بود. شرکت کنندگان در این پژوهش روسای هیئت های ورزشی رشته های مختلف، مدیران اماکن و تأسیسات ورزشی استان و اعضای هیئت علمی رشته مدیریت ورزشی بودند. انتخاب مصاحبه شوندگان به روش نمونه گیری گلوله برفی صورت گرفت. مصاحبه های انجام شده به روش کدگذاری نظریه مبنایی با رویکرد ساختگرا، مورد تجزیه و تحلیل قرار گرفتند. یافته های پژوهش حاضر نشان داد برگزاری رویدادهای ورزشی در کشور با چالش های راهبردی متعددی در سطوح کلان و خرد مواجه است. این چالش ها شامل زیرساختی، اقتصادی، فرهنگی- اجتماعی، مدیریتی، حقوقی- قانونی و امنیتی در کنار مشکلات زیست محیطی در سطح کلان و چالش های سیاست زدگی، انحصارگرایی، بازاریابی و جذب سرمایه در سطح خرد می باشد. همچنین روندهایی همچون: تغییر قوانین و مقررات مرتبط با رویدادهای ورزشی، تغییر سلیقه های مردم و کاهش علاقه به برخی رشته های ورزشی، تغییرات آب و هوایی و افزایش شرایط حادثه خیز، تحولات فناوری و نیاز به تجهیزات پیشرفته تر، افزایش الزامات ایمنی و بهداشتی رویدادها، افزایش هزینه های برگزاری رویدادهای ورزشی و کاهش بودجه های دولتی برای ورزش این چالش ها را تشدید می کند. بروز این چالش ها می تواند پیامدهایی نظیر کاهش کیفیت برگزاری رویداد، نارضایتی ذی نفعان، کاهش مشارکت و حضور تماشاگران و افت سطح رقابت ها را به همراه داشته باشد. بنابراین، ضروری است تمهیداتی برای کاهش این چالش ها از طریق بهبود بسترهای اقتصادی، سیاسی، اجتماعی- فرهنگی، زیرساختی، امنیتی و فرهنگ ورزش اندیشیده شود. با شناسایی این چالش ها و برنامه ریزی دقیق و هدفمند می توان بستر لازم برای برگزاری رویدادهای ورزشی موفق و باکیفیت را فراهم نمود.Identifying and Explaining the Strategic Challenges and their Consequences in Holding National Sporting Events: A Constructivist Approach
This research is to identify and explain the strategic challenges and their consequences in holding national sporting events from a constructivist perspective. The present study was qualitative research based on grounded theory. The participants were heads of different sports federations, managers of sports facilities in the province and faculty members of the Department of Sports Management. The selection method of interviewees was done through snowball sampling. The conducted interviews were analyzed using constructivist grounded theory coding.
The findings showed that holding sporting events in the country faces numerous strategic challenges at the macro and micro levels. These challenges included infrastructural, economic, socio-cultural, managerial, legal, security as well as environmental issues at the macro level and the challenges of politicization, monopolization, marketing and attracting capital at the micro level. In addition, trends such as changing laws and regulations related to sporting events, changing people's tastes and declining interest in some sports, climate change and increasing hazard conditions, technological developments and the need for more advanced equipment, increasing safety and health requirements for events, rising costs of holding sporting events and reducing government budgets for sports exacerbate these challenges. The emergence of these challenges can have consequences such as reduced event quality, stakeholder dissatisfaction, decreased participation and attendance of spectators, and a decline in the level of competitions. Therefore, it is essential to take measures to reduce these challenges by improving the economic, political, socio-cultural, infrastructural, security, and sports culture foundations. Given the identification of these challenges and precise and purposeful planning, it is possible to provide the necessary infrastructure for holding successful and high-quality sporting events.
