شناسایی پیشران های کلیدی توسعه والیبال جمهوری اسلامی ایران با تأکید بر آینده نگاری راهبردی (مقاله علمی وزارت علوم)

چکیده
هدف این پژوهش، شناسایی پیشران های کلیدی فدارسیون والیبال جمهوری اسلامی ایران با رویکرد آینده نگری راهبردی بود. این پژوهش به لحاظ روش شناسی از نوع آمیخته بود. در بخش کیفی رویکرد پژوهش تحلیل مضمون و در بخش کمی دلفی فازی و آینده نگری رهیافت تحلیل ساختاری بود. مشارکت کنندگان این پژوهش را در بخش کیفی، مربیان تیم های ملی و باشگاهی، ورزشکاران تیم ملی، داوران بین المللی، روسای هیئت والیبال، سرپرستان و اعضای هیئت رئیسه فدارسیون والیبال و در بخش کمی، کارشناسان و اساتید دانشگاه تشکیل می دادند. در بخش کیفی انتخاب مشارکت کنندگان با روش نمونه گیری هدفمند انجام و مبتنی بر اشباع نظری با 20 نفر از آن ها مصاحبه شد. معیار انتخاب این افرد تخصص و تجربه، نمایندگی، تنوع و قابلیت همکاری بود. در بخش کمی نیز از روش نمونه گیری هدفمند استفاده شد و براساس 4 معیار تجربه کاری در حوزه ورزش والیبال، دانش در حوزه آینده پژوهی، داشتن تحصیلات تکمیلی و سابقه کاری بالاتر از 10 سال 10 نفر انتخاب شدند. ابزار گردآوری داده ها در مطالعه کیفی، مصاحبه نیمه ساختاریافته و در بخش کمی، پرسش نامه دلفی و ماتریس 46×46 بود که روایی و پایایی آن ها تأیید گردید. جهت تحلیل داده های کیفی از روش تحلیل مضمون و داده های کمی نیز از دلفی فازی و تحلیل ساختاری استفاده شد. نتایج این پژوهش نشان داد در مجموع 46 پیشران مؤثر بر آینده فدارسیون والیبال ایران و 8 پیشران با عناوین «قرار گرفتن در جمع چهار تیم برتر جهان و المپیک»، «لیگ پویا»، «قهرمانی در آسیا و بازی های آسیایی»، «سرمایه گذاری در بحث استعدادیابی»، «ظرفیت والیبال ایران»، «قدرتمند شدن رقبا»، «جذب حامیان مالی» و «پشتوانه سازی» نقش کلیدی تری بر اقدامات فدارسیون والیبال ایران در آینده دارند. براساس نتایج این پژوهش می توان نتیجه گرفت که توسعه ورزش والیبال در ایران در آینده بیشتر تحت تأثیر این 8 پیشران خواهد بود. از این رو، به فدراسیون والیبال پیشنهاد می شود برای تحقق آینده مطلوب، به این پیشران ها توجه ویژه ای داشته باشد و اقدامات لازم را پیرامون آنها انجام دهد.Strategic Foresight of the Volleyball Federation of the Islamic Republic of Iran Emphasizing Key Drivers
The research is to identify key drivers of the Volleyball Federation of the Islamic Republic of Iran through strategic foresight approach. The research design employed a mixed-methods approach, with thematic analysis in the qualitative section and fuzzy Delphi and structural analysis in the quantitative section. The participants in this research included national and club team coaches, national team athletes, international referees, volleyball federation presidents, executive directors and members of the federation's executive board in the qualitative section, as well as experts and university professors in the quantitative section. The selection of participants in the qualitative section was based on purposive sampling and theoretical saturation, with interviews conducted with 20 individuals. It is worth mentioning that the selection criteria for these individuals included expertise and experience, representation, diversity, and collaboration. In the quantitative section, purposive sampling was also used, and based on four criteria—work experience in volleyball, knowledge of futures studies, having advanced education, and more than 10 years of work experience—10 individuals were selected. The data collection tools in the qualitative study were semi-structured interviews, and in the quantitative section, a fuzzy Delphi questionnaire and a 46x46 matrix were used, which were validated and confirmed for reliability. The qualitative data were analyzed using thematic analysis, while fuzzy Delphi and structural analysis were employed for quantitative data. The results of this research indicated that in total, 46 influential drivers were identified for the future of the Volleyball Federation of Iran, with 8 key drivers under the titles of "Placement among the top four teams in the world and the Olympics," "Dynamic league," "Asian Championship and Asian Games," "Investment in talent identification," "Iran's volleyball capacity," "Strengthening competitors," "Attracting financial supporters," and "Providing support" playing a more crucial role in the federation's future initiatives. Based on the results, it can be concluded that the development of volleyball in Iran in the future will be more influenced by these 8 drivers. Therefore, it is recommended that the Volleyball Federation pay special attention to these drivers and take necessary actions to achieve the desired future.
