چکیده
هدف این پژوهش، ارائه چارچوب اجرای خط مشی های توسعه ورزش قهرمانی بانوان با رویکرد ساختاری تفسیری بود. روش تحقیق، توصیفی- پیمایشی و به لحاظ هدف کاربردی بود. داده های تحقیق به صورت میدانی و به شیوه آمیخته (کیفی و کمی) جمع آوری شد. در بخش کیفی 18 نفر از خبرگان به صورت هدفمند انتخاب شدند. جامعه آماری در بخش کمی، شامل مدیران و کارشناسان ورزش قهرمانی بانوان در فدراسیون ها و ادارات ورزش و جوانان بودند که ابتدا به صورت تصادفی خوشه ای و سپس به صورت در دسترس 384 نفر به عنوان نمونه انتخاب شدند. ابزار تحقیق، پرسش نامه محقق ساخته شامل 46 شاخص اجرای خط مشی های توسعه ورزش قهرمانی بانوان و فرم خودتعاملی ساختاری بود که روایی پرسش نامه توسط 10 نفر از اساتید مدیریت ورزشی و پایایی آن با آزمون آلفای کرونباخ تأیید شد (83/0=α). در این تحقیق، برای سطح بندی مؤلفه ها از تکنیک مدلسازی ساختاری تفسیری استفاده شد. براساس یافته ها، در ابعاد خط مشی ها و مجریان، الزامات مدیریتی و شرایط محیطی و فرهنگی-اجتماعی 46 شاخص مؤثر بر اجرای خط مشی های توسعه ورزش قهرمانی بانوان در قالب 14 مؤلفه شناسایی شد و مدل تحقیق، ساختاردهی مؤلفه ها را در هفت سطح نشان داد. مؤلفه های قابلیت ها و توان مجریان و مالی و سرمایه گذاری در سطح زیربنایی مدل تحقیق قرار گرفتند. می توان گفت توانمندسازی منابع انسانی مدیریتی، فنی و تخصصی و بالا بردن قابلیت و توان مجریان خط مشی ها، افزایش درآمدزایی و جذب منابع مالی بخش خصوصی در ورزش قهرمانی بانوان دستیابی به مؤلفه های اجرای خط مشی ها و توسعه ورزش قهرمانی بانوان را تسهیل می کند.Providing a framework for the implementation of women's championship sports development policies with an interpretative structural approach
The research is to present a framework for the implementation of women's championship sports development policies through interpretative structural approach. The research method was descriptive-survey and practical in terms of purpose. The research data was collected in the field and in a mixed (qualitative and quantitative) way. In the qualitative section, 18 experts were selected purposefully. The statistical population in the quantitative part included managers and experts of women's championship sports in federations and sports and youth departments, who were first randomly selected as a cluster and then 384 people were selected as a sample. The research tool was a researcher-made questionnaire, including 46 indicators of the implementation of women's championship sports development policies and a structured self-interaction form, the validity of the questionnaire was confirmed by 10 sports management professors and its reliability was confirmed by Cronbach's alpha test (α=0.83).In this research, interpretive structural modeling technique was used to level the components. Based on the findings, in the dimensions of policies and executives, management requirements and environmental and socio-cultural conditions, 46 effective indicators on the implementation of women's championship sports development policies were identified in the form of 14 components, and the research model showed the structuring of the components in seven levels. The components of capabilities and power of executives and financial and investment were placed at the basic level of the research model. It can be said that empowering managerial, technical and specialized human resources and increasing the ability and power of policy implementers, increasing income generation and attracting financial resources of the private sector in women's championship sports will facilitate the achievement of policy implementation objectives and the development of women's championship sports
