چکیده
زمینه و هدف: مکتب انتظامی جمهوری اسلامی ایران با تکیه بر مبانی اسلامی، فلسفی و مدیریتی، الگویی جامع برای برقراری نظم، انضباط و امنیت در جامعه ارائه می دهد. این مکتب علاوه بر تأمین امنیت داخلی و خارجی، تحقق عدالت اجتماعی و حفظ هویت اسلامی و انقلابی کشور را دنبال می کند. هدف این پژوهش، تدوین مکتب انتظامی جمهوری اسلامی ایران در سپهر اندیشه حضرت امام خامنه ای (مدظله العالی) است. روش: این پژوهش توصیفی تحلیلی است که با رویکرد کیفی انجام شده است. داده ها به روش کتابخانه ای گردآوری و از طریق تحلیل محتوای کیفی بررسی شده اند. پژوهش در دو مرحله انجام شده است: ابتدا مفاهیم کلیدی نظم، انضباط و امنیت استخراج و مفهوم پردازی شده و سپس داده های متون دینی، فقهی و مدیریتی تحلیل شده است. یافته ها: یافته ها نشان می دهد که مکتب انتظامی جمهوری اسلامی ایران دارای بنیان نظری منسجمی است که نظم را به عنوان یک اصل الهی، اجتماعی و مدیریتی تبیین می کند. در هستی شناسی، نظم برای بقا و پیشرفت جامعه ضروری دانسته شده و در معرفت شناسی، ترکیب علم، عقل، وحی و تجربه مورد تأکید است. در بعد انسان شناسی، کرامت انسانی و مسئولیت پذیری مبنای نظم اجتماعی قرار دارد. همچنین، تحقق عدالت اجتماعی، امنیت پایدار و همبستگی اجتماعی به عنوان غایت این مکتب معرفی شده و اجرای قوانین، فرهنگ سازی و مشارکت عمومی ابزارهای عملیاتی آن محسوب می شوند. نتایج: نتایج پژوهش نشان می دهد که مکتب انتظامی جمهوری اسلامی ایران فراتر از یک نظام انتظامی، چارچوبی جامع را برای مدیریت اجتماعی، فرهنگی و امنیتی کشور ارائه می دهد و بر این اساس، پیشنهاد می شود که این مهم در سیاست گذاری ها، آموزش های فرهنگی و مشارکت عمومی تقویت شود.The Law Enforcement School of the Islamic Republic of Iran in the Intellectual Sphere of Imam Khamenei
Background and aim: The law enforcement doctrine of the Islamic Republic of Iran, based on Islamic, philosophical, and managerial foundations, presents a comprehensive model for establishing order, discipline, and security in society. Beyond ensuring internal and external security, this doctrine seeks to realize social justice and preserve the Islamic and revolutionary identity of the country. The aim of this research is to formulate the law enforcement doctrine of the Islamic Republic of Iran within the intellectual framework of Imam Khamenei (may his eminence be preserved). Method: This is a descriptive-analytical study carried out with a qualitative approach. Data were collected through library research and analyzed using qualitative content analysis. The study was conducted in two stages: first, key concepts such as order, discipline, and security were extracted and conceptualized; then, data from religious, jurisprudential, and managerial texts were analyzed. Results: Findings show that the law enforcement doctrine of the Islamic Republic of Iran has a coherent theoretical foundation that defines order as a divine, social, and managerial principle. In ontology, order is considered essential for the survival and progress of society. In epistemology, a combination of knowledge, reason, revelation, and experience is emphasized. In anthropology, human dignity and responsibility form the basis of social order. Furthermore, the doctrine aims to realize social justice, sustainable security, and social cohesion, and it considers law enforcement, cultural development, and public participation as its operational tools. Conclusion: The study concludes that the law enforcement doctrine of the Islamic Republic of Iran goes beyond a mere policing system and offers a comprehensive framework for the social, cultural, and security management of the country. Therefore, it is recommended that this doctrine be reinforced in policymaking, cultural education, and public participation.
