چکیده
Iran and Russia have some common issues due to their geographical proximity; on other hand, these two countries have nearly identical perspectives on some regional and global political and security issues, and they can use their capacities to create a model of complementary cooperation between the two countries.Yet, political-security concerns on the regional and global levels, particularly with regard to US policy towards the two nations, have always impacted these collaborations. Examining the history of relations between Iran and Russia over the last four decades reveals that the United States of America has consistently played the most important and influential role in Tehran-Moscow relations.However, an examination of America's influence on the ups and downs of Iran-Russia relations reveals that this factor has established milestones in increasing Iran and Russia's common understanding of being on the same axis.The existing assumptions also show that, as a result of regional and international trends, cybernetic logic has emerged in the development of Iran-Russia relations with the goal of balancing the threat against America, which may lead to the realization of the Iran-Russia strategic alliance scenario.In this study, the trend effect analysis method is used to identify the role of the United States in the process of Iran-Russia relations, and the new and potential dimensions of Tehran-Moscow relations are identified as a result of the American component.نقش آمریکا در روند آینده روابط ایران و روسیه
ایران و روسیه به دلیل همجواری جغرافیایی دارای برخی مسایل مشترک هستند، از سوی دیگر این دو کشور تقریبا دارای دیدگاه های مشترک در قبال برخی مسایل سیاسی و امنیتی منطقه ای و جهانی هستند، و می توانند با استفاده از ظرفیت های خود، الگویی از همکاری های مکمل دو کشور را به نمایش بگذارند. اما این همکاری ها همواره تحت تاثیر ملاحظات سیاسی-امنیتی منطقه ای و بین المللی و مشخصا سیاست آمریکا در قبال دو کشور قرار داشته است. بررسی روند روابط ایران و روسیه در 4 دهه گذشته نشان می دهد، ایالات متحده آمریکا همواره مهم ترین و تاثیرگذارترین نقش را در روابط تهران و مسکو ایفا کرده است. اما بررسی روند تاثیر آمریکا بر فراز و فرود روابط ایران و روسیه، نشان می دهد این عامل نقاط عطفی در افزایش درک مشترک ایران و روسیه برای قرار گرفتن در یک محور ایجاد کرده است. پیش فرض های موجود نیز نشان می دهد در اثر روندهای منطقه ای و بین المللی، منطق سایبرنتیکی در توسعه روابط ایران و روسیه با هدف موازنه تهدید در مقابل آمریکا ایجاد شده که می تواند منجر به تحقق سناریوی اتحاد راهبردی ایران-روسیه شود. در این پژوهش با روش تحلیل اثر روند، نقش آمریکا در روند روابط ایران و روسیه شناسایی شده و سپس ابعاد جدید و بالقوه روابط تهران و مسکو بر اثر مولفه آمریکا شناسایی می شود.
