مسئولیت دولت اسلامی در اقتصاد خانواده

چکیده
دولت اسلامی، وظایفی مهمی در مدیریت اقتصاد خانواده، به عنوان مهم ترین نهاد اجتماعی بر عهده دارد و جستار حاضر، این مسئولیت را کنکاش می کند. این پژوهش به روش کیفی و بر اساس پژوهش های پیشین و آرای صاحبنظران، صورت گرفت و ضمن انجام مصاحبه نیمه ساختاریافته و هدفمند با 13 نفر از متخصصان، داده ها به روش گراندد تئوری، جمع آوری و کدگذاری گردید. بر این اساس، 96 کد اولیه، 35 طبقه اولیه، 12 زیرطبقه و 3 طبقه اصلی استخراج گردید. دولت اسلامی در زمینه اقتصاد خانواده، در سه بخش درآمدزایی خانواده، هزینه های خانواده و تقنین و اصلاح قوانین می تواند اقدامات خود را لحاظ کند. مفاهیم زیرطبقات عبارتند از: هماهنگی نظام آموزشی با نظام اقتصادی، تدوین نظام آموزشی و مهارتی خانواده محور در سطوح مختلف، مهارت افزایی اعضای خانواده توسط رسانه های جمعی، ایجاد زیرساخت های اقتصادی، فرهنگ سازی دستیابی به رزق حلال، اجرای عدالت اجتماعی به منظور زمینه سازی درآمدزایی کارآمدتر، ترویج فرهنگ نوع دوستی و همدلی، سیاستگذاری متناسب با آموزه های اسلامی در حوزه اشتغال زنان، گسترش نهادهای تخصصی، ایجاد پژوهشکده ای برای یافتن راهکارهای درآمدزایی موثر و کارآمد، فرهنگ سازی الگوی مصرف متناسب با آموزه های اسلامی، اتخاذ تدابیر مناسب برای نظارت بر حسن اجرای قوانین به منظور رفع مشکلات اقتصادی خانواده. یافته ها نشان داد که فرایند بهبود راهبردهای اقتصادی برای تحکیم نظام خانواده و جامعه اسلامی، بسیار پیچیده و متاثر از عوامل متعدد است و نیاز به فعالیت در زمینه های مختلف آموزشی، پژوهشی، رسانه ای، اجتماعی و فرهنگی است. کوتاهی دولت اسلامی دراین زمینه، موجب ناهنجاری ها و نابسامانی هایی است که هویت فردی و اجتماعی افراد و تعالی جامعه را به چالش خواهد کشاند.The responsibility of the Islamic State in the family economy
Introduction & Objective:The institution of the family is the basis for the construction of human personality and the most important factor in the development of human society, so the Islamic government has very important and sensitive tasks to manage the family economy in order to strengthen this value system. This paper explores the responsibilities of the Islamic State in the family economy.Research Method: This article has been compiled in a descriptive-analytical method with a qualitative method and based on sources, texts and previous researches and opinions of experts in the field of Islamic jurisprudence. In this study, semi-structured and purposeful interviews were conducted with 13 specialists (level 4 seminary, doctorate in psychology and sociology) using grounded theory method.Results: 96 initial codes, 35 primary classes, 11 specialized classes and 3 main classes were extracted in the process of economic strategies.
