چکیده
تأمین مالی طرح های کلان بخش فولاد به سرمایه زیادی نیاز دارد، جهت جذب منابع سرمایه گذاران مسلمان و غیر مسلمان داخلی و خارجی، ناچار به توسعه و تنوع در طراحی و به کار گیری انواع ابزارهای تأمین مالی است که هم منطبق با اصول شریعت باشد و هم توجیه اقتصادی و مالی داشته باشد. مدل های مختلف صکوک در عرصه بین المللی می تواند راهگشای تأمین مالی صنایع مختلف از جمله صنعت فولاد شود. صنعت فولاد با توجه به زیر ساختی بودن آن از یک طرف و ظرفیت ها و طرح های توسعه فراوان همواره نیازمند تامین مالی پایدار و متناسب از بازار پول و سرمایه است. هدف اصلی تحقیق حاضر شناسایی نیازهای صنعت فولاد و رتبه بندی مدل های عملیاتی صکوک متناسب با نیازهای آن صنعت است. در ابتدا براساس روش دلفی عوامل موثر بر تامین مالی در صنعت فولاد استخراج شد که از جمله عوامل موثر می توان به عوامل اقتصادی، عوامل مرتبط با شهرک های صنعتی و عوامل دولتی اشاره کرد. جامعه آماری تحقیق جهت شناسایی شاخص ها و اجرای روش دلفی، 10 نفر از خبرگان صنعت فولاد می باشد. برای تحزیه و تحلیل اطلاعات از روش ANP فازی استفاده شده است. مطابق با نتایج صکوک اجاره محض با وزن نرمال 128/0 از بیشترین اولویت برخوردار است. صکوک ضمنی در اولویت دوم قرار دارد و صکوک قابل باز خرید در اولویت سوم قرار دارد.Ranking of international sukuk operating models according to the needs of the steel industry
Different models of sukuk in the international arena can open the way for financing various industries, including steel. Steel industry, considering its infrastructure on the one hand, and many development plans and capacities, always needs stable and appropriate financing from the money and capital market. The main purpose of this research is to identify the needs of the steel industry and to rank the operational models of sukuk according to the financial needs of that industry. The statistical population of the research to identify the indicators and implement the Delphi method is 10 experts from the steel industry. Fuzzy ANP method has been used for data analysis. According to the results, pure rental sukuk with a normal weight of 0.128 has the highest priority. Implied sukuk is the second priority and redeemable sukuk is the third priority.
