چکیده
امروزه شهرهابه خصوص کلانشهرهابا مشکلات مختلف روبرو هستندکه مدیریت شهری سنتی کارآمدی خودراازدست داده است.برای حل مشکلات ورسیدن به توسعه پایدارشهری نیازمندمدیریت یکپارچه شهری می باشد.تعددمدیریت وناهماهنگی سازمانهای دولتی متولی امورشهرازمهمترین چالش های مدیریت کلان شهر تهران است.هدف پژوهش حاضربررسی تحقق پذیری مدیریت یکپارچه سازمان های دولتی کلانشهرتهران بارویکرد آینده نگاری می باشد پژوهش کاربردی-توسعه ای وروش آن توصیفی وتحلیلی است.جمع آوری داده هابااستفاده ازمطالعات کتابخانه ای ومیدانی است وجامعه آماری ازگروه مدیران شهری ومتخصصان مطالعات شهری تهران تشکیل شده اند. ماتریس براساس شاخص های آماری با دو بار چرخش داده ای از مطلوبیت و بهینه شدگی 100 درصد برخوردار بوده که حاکی از روایی بالای پرسشنامه و پاسخ های آن است وآنچه از وضعیت صفحه پرا کندگی عوامل مؤثر مدیریت یکپارچه سازمان های دولتی کلان شهر تهران می توان فهمید، وضعیت ناپایداری سیستم است. نتایج تحقیق بیانگراین است که شاخص های تأثیر گذار مدیریت یکپارچه سازمان های دولتی بارویکرد آینده نگاری درکلان شهرتهران ، به ترتیب عبارتند از: کانون رهبری فراسازمانی ، هماهنگی وتعامل بین سازمانها، مشارکت سازمانهاوشهروندان، کارایی واثربخشی و شفافیت وپاسخگویی می باشند/ شاخص های تأثیر پذیر تأثیر گذار مدیریت یکپارچه سازمان های دولتی بارویکرد آینده نگاری در کلان شهرتهران ، به ترتیب عبارتنداز: پایداری اقتصادی، پایداری زیست محیطی می باشندInvestigating the feasibility of integrated management of government organizations with a foresight approach case study: Greater Tehran
Today, cities, especially megacities, are facing various problems that the traditional urban management has lost its efficiency. To solve the problems, achieving sustainable urban development requires an integrated urban management. The multiplicity of management and incoherence of the government organizations in charge of city affairs is one of the most important challenges of the management of the metropolis of Tehran. The aim of the present study is to investigate the feasibility of integrated management. The government organizations of Tehran metropolis, the approach is prospective, applied-developmental research, and its method is descriptive and analytical. Data collection is using library and field studies, and the statistical community consists of a group of urban managers and experts in urban studies in Tehran. The matrix based on statistical indicators with two rotations of data has 100% desirability and optimization, which indicates the high validity of the questionnaire and its answers, and what can be understood from the page coverage of the effective factors of the integrated management of government organizations in the metropolis of Tehran, the instability of the system Is. The results of the research show that the effective indicators of the integrated management of government organizations and the future performance of the city of Tehran are, respectively: the center of extra-organizational leadership, coordination and interaction between organizations, the participation of organizations and citizens, efficiency and effectiveness, and transparency and accountability. The governmental organizations of future-proofing in the metropolis of Tehran are: economic sustainability, environmental sustainability, respectively
