چکیده
در طول تاریخ ظهور و افول قدرت های بزرگ، همواره یکی از موضوعات مهم و اساسی در نظام بین الملل بوده است. با شروع قرن بیست و یکم این گزاره در بین ناظران و تحلیل گران قوت گرفته که دوران گذار در نظام بین الملل شروع شده است و اگرچه عصر جدید هنوز صورتبندی مفهومی روشنی ندارد ولی آن چیزی که مشهوده این است که موقعیت هژمونی آمریکا تضعیف شده است. بنابراین سئوال مقاله این است که علت افول هژمونی آمریکا مبتنی بر نظریه رابرت کاکس چیست؟ در پاسخ به این سئوال فرضیه ای به این صورت طرح می گردد که افول هژمونی آمریکا بیش از آنکه ناشی از موازنه قوای قدرت های جهانی باشد، به دلیل الگوی رفتاری نامناسب آن کشور در طول دهه های اخیر بوده که بیش از تلاش برای ایجاد رضایت مبتنی بر نظریه هژمونی رابرت کاکس، بر رفتار سیاسی سلطه جویانه متمرکز بوده است. یافته های پژوهش با استفاده از روش تحقیق توصیفی – تبیینی نشان می دهد؛ رفتارهای سیاسی آمریکا متفاوت از نگاهی است که رابرت کاکس به هژمونی دارد و در عملکرد آن کشور سلطه بیش از رضایت نقش داشته و همین امر بر افول هژمونی آن کشور تاثیر گذار بوده است.Explaining the decline of American hegemony based on Robert Cox's theory
Throughout history, the rise and fall of great powers has always been one of the most important and fundamental issues in the international system. With the beginning of the 21st century, observers and analysts have argued that the transition period in the international system has begun, and although the new era does not have a clear formulation, what is clear is that America's hegemonic position has weakened. So the question is, what is the reason for the decline of American hegemony based on Robert Cox's theory? In answer to this question, it is hypothesized that the decline of American hegemony has been due more to the inappropriate behavior of the United States in recent decades than to the balance of power of the world powers that It has focused more on hegemonic political behavior than on trying to create satisfaction based on Robert Cox's theory of hegemony. Research findings using descriptive-explanatory research method show; American political behavior is different from Robert Cox's view of hegemony and domination has played a greater role in American performance than consent and this has affected the decline of that country's hegemony.
