Purpose- Nowadays, providing education in information technology and communication to the rural workforce is crucial for improving social capital and promoting sustainable development. However, inadequate policies have created a digital divide between rural and urban areas. Upgrading digital literacy is now a key goal for policymakers and planners. This research aims to analyze the digital literacy policy system in rural areas in Iran. Design/methodology/approach- The research involves an analytical method, where existing documents are reviewed. Essential information was gathered by analyzing various digital documents, including the Cyberspace Strategic Document, Digital Transformation Strategic Document, Communications and Information Technology Strategic Document in the Sixth Development Plan, Digital Transformation Roadmap of Iran, and the Performance Report of the Ministry of Communications and Information Technology. Findings- After examining the five strategic digital literacy programs of the country, it was found that the Cyberspace Strategic Document (2018-2025) did not sufficiently address rural digital skills, particularly in the agriculture sector, despite considering actions in the field of industry, business, services, human resources, culture, and lifestyle. However, other documents, such as the Digital Transformation Strategic Document, the Communications and Information Technology Strategic Document in the Sixth Development Plan, and the Performance Report of the Ministry of Communications and Information Technology (2019), emphasized various digital literacy components, including raising awareness of innovative methods for crop production, dealing with natural disasters affecting crops, employment based on capabilities, better access to electronic markets, facilitating the transfer of scientific findings to farmers, access to new electronic services (postal, educational, agricultural, banking, health), and empowering the rural workforce. However, some digital literacy components, such as facilitating crop cultivation planning for the next year, establishing major product purchase centers, and predicting weather changes, have yet to be fully considered in the country's digital programs. Practical solutions- In order to fill the existing digital divide between rural and urban areas, experts have proposed various practical solutions, including providing various digital infrastructures and tools in rural areas, increasing the population coverage of broadband internet services in rural areas, equipping agricultural service centers with digital technology facilities to transfer information to rural farmers, upgrading the literacy level of rural workers, especially rural farmers. Originality and value- Most of the studies on rural digital literacy have focused on evaluating resilience through digital literacy, and the analysis of the country's policy on rural digital literacy has received less attention from researchers. This research is innovative in this regard.

During a very long period of time, civil engineers have been the only ones to be designated as the experts for underground space, while the planners and architects were the ones of the development at the surface. Cities worldwide tend to overlook an invaluable asset that lies beneath their surfaces. Most cities and urban regions are unaware of the benefits underground space use has to offer, both for climate inflicted and spatial constraints: In many cities, infrastructure development is being outpaced by population Growth. Climate change effects are requiring radical new approaches in terms of coping with for example excessive rainfall. The available space at the surface is rapidly being used up and the biggest danger is that built-up spaces are taking over the public green spaces of cities thereby threatening livability and quality of life. Urban underground space forms a societal asset, which is often unappreciated and underestimated in terms of the role it can play within dynamic city environments and associated challenges. The world-wide trend of increased urbanization creates problems for expanding and newly-developing cities alike. Population increase leads to an increased demand for reliable infrastructure, nowadays combined with a need for increased energy efficiency and a higher environmental awareness of the public. The use of underground space can help cities meet these increased demands while remaining compact, or find the space needed to include new functions in an existing city landscape. Use of Urban Underground Space (UUS) has been growing significantly in the world’s biggest and wealthiest cities. UUS has been long acknowledged to be important to the urban development agenda: sustainability, resilience, livability, and creating a better urban environment in particular.

Green architecture, or green design, is an approach to building that minimizes harmful effects on human health and the environment. The “green” architect or designer attempts to safeguard air, water, and earth by choosing eco-friendly building materials and construction practices. So, green architecture is Building and structure design philosophy that aims at minimal use of non-renewable and/or polluting materials and resources in construction and use of a facility. Today, architecture finds itself at a crossroads. Building materials and new construction, along with the operation and maintenance of buildings, account for a significant sum of the world's greenhouse gas emissions. Faced with this fact, how are architects to responsibly pursue the act (and art) of building without further deteriorating the planet's environmental make-up or depleting its resources? What forms of high and low technology can be developed to curtail the injurious side of building? Can good or even great architecture be sustainable? In this paper discuss the problem such as: The Future Is Green: Architecture + Sustainability and have been surveyed Green Architecture and impacts of it on urban planing and urban design.

Land use is often referred as the basis for urban planning. Perhaps the main reason is that the discussion of fundamental related to urban planning objectives has play the first role in the land use studies. Basic topics such as proper location, optimal allocation, diversification, functionality and &hellip which are in direct contact with comfort goals, are the last objectives of urban planners and designers. One of the major issue, which has been paid less attention to, is the incorporation of urban land use. In this paper, which were prepared to assess the incorporation of urban land use and its role in urban sustainability, tried to measure the rate of the incorporation of seven metropolitan areas of Ahvaz by using the Shannon entropy and the latest statistics of related to per capita and percentage of exist land use. The results indicate that the region number one is incorporation than the other regions in terms of land use incorporation, but in general this indicator in the seven regions had little effect on urban sustainability.

EXTENDED ABSTRACT INTRODUCTION Scarcity and justice have always been the concerns of human beings. To make a choice between these two concepts, capitalist systems have given priority to scarce resources and the optimization of their use in the hope that economic growth will also provide justice. In recent decades, environmental degradation, increasing pollution, extinction of various animal and plant species, climate change and global warming have cast doubt on the unbridled growth approach adopted by the capitalist system. This approach has proposed the idea of ‘sustainable development’ as a solution to those problems. The concept of sustainable development, which was proposed in 1980, was actually a response to the destructive environmental and social effects and to the concept of economic growth in general, in such a way that this opinion originated from environmental trends (Zakerian et al., 2014). Based on this idea, it is possible to take advantage of development opportunities through the interaction and adaptation of social, environmental and economic goals. The approach focuses on sustainable development, which gives importance to the equitable distribution of economic growth benefits (social and environmental goals) and pays attention to scarcity (economic goals). On this basis Sustainable development is development that can continue for a long period of time without causing damage to the environment (Shafiei, 2018). These points bring one to the conclusion that, to exploit resources, not only economic interests but also social, environmental and economic goals should be taken into consideration.Since in recent years, the continuation of economic growth along with the development of urbanization and population growth has led to further destruction of the environment and the reduction of scarce natural resources, including water resources, this issue has led researchers to pay more attention to the environmental aspect of sustainable development. From the perspective of sustainable development, priority is given to activities that, while providing the most economic benefits, put the least pressure on water resources and the environment of the region (Nasrollahi & Zarei, 2017). In Iran as a developing country, environmental issues took on a wider and more visible dimension. Although Iran has devised measures to overcome environmental challenges, the gap with global indicators is large, and according to many activists in this field, Iran is approaching a multi-faceted environmental crisis (Rezayan ghayehbashi and Marzban, 2020). The location of Iran in the arid and semi-arid climatic region and the uneven distribution of rainfall have led to the aggravation of the water shortage in Iran, so that the increase in demand has faced the country with the limited supply of water resources. Therefore to prioritize the economic activities, it is necessary to pay attention to the water shortage issue and the other environmental considerations. In this regard, the present study has identified and prioritized the economic activities of Isfahan Province by using the criteria for different dimensions of sustainable development and with an emphasis on the importance of water resources. To this end, input-output models and the TOPSIS method are innovatively combined to provide a proper picture of prioritizing the economic activities in the province. The rest of this article is organized in several sections. The second section provides the research background. The third section presents the Background studies, and the forth section research method and the data. The findings of the study are put forth in the five section. The last section is dedicated to the conclusion of the study and suggestions for future research. METHODOLOGY Therefore, the present study prioritizes the economic activities in the province of Isfahan by combining an input-output model and the TOPSIS method as well as considering the six criteria of water abstraction, energy consumption, pollution, intensity of inter-sectoral relations, job creation, and value added. To achieve the objectives of the research, first, the national input-output table of 2016, the Central Bank data and the SFLQ quota method were used to prepare a twenty-sector input-output table for Isfahan Province. Then, using the internal multipliers of the province, the forward and backward linkages, direct and indirect water intensity, direct and indirect energy intensity, and direct and indirect employment of the economic sectors of the province were calculated. Shannon weighting method was also used to weight the criteria. Finally, the prioritization of the sectors in Isfahan Province was done with the TOPSIS method and the desired criteria. In the following sections, more details are provided on the methods collection in this research. Shannon Entropy MethodShannon entropy method served to determine the weight of each criterion in the study. This method is an alternative to using the opinions of experts, and it is advantageous in that the opinions and personal judgments of individuals are not involved in it; the weight of each criterion is determined based on a decision matrix (Dorostkar Ahmadi and Dehghani, 2020). There were a number of steps to determine the weights by Shannon entropy. First, all the decision matrices were normalized through Equation ‎(1) and the value of E (entropy) was estimated using Equation ‎(2)   In Equations‎(1) and ‎(2), , the values studied in the research and m and n represent the number of the sectors and indicators studied in the research.Next, the weight vector was calculated, and the weight of each criterion was determined using Equation‎(3).                Topsis ModelThe TOPSIS model, as a multi-criteria decision-making method, is a simple but efficient method of prioritization. It is one of the best methods in which m options are evaluated by n methods. This technique, which is a compensatory model based on MCDM methods, follows a mathematical logic. This logic first introduces a "positive ideal solution" and a "negative ideal solution". The positive one is a solution that increases the profit criterion and decreases the cost criterion. In other words, the negative ideal solution has the opposite value of the positive one. Then, all the examined options are compared with the best and the worst options, and the linear distance of each option from the best option and the worst option is measured. Finally, the option at the most distance from the worst option and the least distance from the best option is selected as the best or the optimal option (Khatami Firouzabadi et al., 2013).The TOPSIS method can be described as a sequence of steps as follows:1) Calculate the normalized decision matrix. This regards the formation of a decision matrix with a number of criteria and options. The criteria are placed in the columns and the options in the rows of the matrix.             2) Calculate the weighted normalized decision matrix. The weighted normalized value is calculated with Equation ‎(4) where  is the weight of j criteria, .=1 3) Determine the positive ideal and negative ideal responses: Thus, the best response (A+) is selected as the option that contains the highest values of the criteria, and the worst response (A-) contains the smallest values. In EquationError! Reference source not found.‎(6), O corresponds to the utility criteria, and I corresponds to the cost criteria.4) Calculate the Separator Dimensions: Using the Euclidean criterion, the distance of each point from the ideal response (positive and negative) is estimated through Equation‎(7): (The distance of option i from the positive ideal) (The distance of option i from the negative ideal)5) Calculate the relative proximity to the ideal response. The relative proximity of option to A+ is as Equation‎(8). There is also ∈ [0 to 1]. 6) Rank the priorities. Using Ri, the options can be ranked in a descending order. In other words, any option with a larger Ri has a higher priority (Moazzami Gudarzi et al., 2014). FINDINGS To show the importance of the simultaneous consideration of different criteria, the results of the study were prioritized once with the water intensity criterion and once without it. This was done with regard to the significance of water resources. For example, in the prioritization of the sectors according to the water intensity criterion, the agriculture sector was in the twentieth place, while this rank was the second in the prioritization without considering that criterion. Also, in the sector of "manufacture of leather apparel", this criterion was downgraded from the ninth to the thirteenth rank considering the water intensity criterion. Similarly, the sectors of "manufacture of textiles" and "manufacture of rubber and plastic products" were ranked 7th and 9th, respectively, while the ranks of these sectors without considering the water intensity criterion were fifteen and twelve. In the meantime, the priorities for the sectors of "wood and products of wood", "manufacture of machinery and equipment not classified elsewhere" and "construction" remained constant. CONCLUSION The results of this prioritization showed the importance of ranking the sectors in terms of water intensify as a criterion. As it occurred, through the TOPSIS method, the priority of most sectors emerged to be different from the results of prioritization with no water intensity considered. The difference was very significant in some sectors. For example, in the prioritization of sectors according to the water supply criterion, the agriculture sector was in the twentieth place, while it shifted to the second rank when prioritized without that criterion considered. Similarly, for the sector of manufacture of leather apparel, the involvement of the water intensity criterion downgraded the sector from the ninth to the thirteenth rank. Thus, the change in the rank of a sector depends on the water level of that sector. As it was found, the agriculture sector was in the second place in the prioritization without considering the water supply criterion, while the rank of this sector moved to twenty with the inclusion of the water supply criterion. This role of water intensity suggests the importance of paying attention to the water level. Therefore, it is necessary to prioritize the economic sectors in a region in accordance with the climatic conditions there. It is also advisable not to establish water-demanding activities such as steel industries and cultivation of highly water-consuming products in low-water areas.

The purpose of this study is to develop a model of positive organizational behavior with an emphasis on environmental consequences and also to investigate the relationship between the characteristics of positive organizational behavior with individual, organizational, and environmental consequences. This is an applied research with an integrated method (qualitative-quantitative). The statistical population of the study included water and sewage industry experts and faculty members (20 people) who were sampled by snowball technique. For the quantitative part, 120 water and sewage workers in the country (2019-2020) were selected through the relative selection technique. Data collection tools include semi-structured interviews and researcher-made questionnaires. Qualitative data were analyzed by open, axial, and selective coding methods, and MAXQDA11, Smart PLS2, and SPSS23 were used to analyze the content of data and validation. In the quantitative part, content validity is used. The reliability and evaluation of measures were estimated by Cronbach's alpha coefficient method (89%). Findings from the present study showed that positive organizational behavior can be analyzed in five levels (individual, group, organizational, social, and environmental) and in the form of six categories (causal factors, characteristics, strategies, platforms, interventionists, consequences). Also, positive organizational behavior has a positive and significant relationship with environmental (0.711), behavioral (0.631), organizational outcomes (0.685). Therefore, it is necessary to model successful and leading organizations in the field of positive organizational behavior, training and holding workshops in the field of environment, creating a positive organizational atmosphere in order to achieve sustainable development of the environment.

Considering the unbreakable links between human behavior, environmental health, and the well-being of all species, education for citizenship behavior, the environment, and sustainable development has emerged as a beacon of hope, leading humanity towards a more harmonious relationship with our planet. This research aimed to compare the effectiveness of face-to-face and virtual education using a comprehensive package of citizenship education on the environmental and sustainable development behaviors of students. The experimental method employed a four-group design, including two test groups (face-to-face and virtual) and two control groups, with a pre-test, post-test, and two-month follow-up design. Among the students of Azad University of Isfahan in the winter and spring of 2023, 25 individuals who met the desired entry criteria were selected for each group and randomly assigned to 4 groups. Citizenship education was implemented using a researcher-made package with a specialized reliability of 0.93, delivered in person for one group and virtually for another group. Data were collected using the Irannezhad et al. (2023) questionnaire. The data were analyzed using repeated measures analysis of variance and Bonferroni's post hoc test in SPSS software version 26. The findings of this research showed that both face-to-face and virtual education were effective in enhancing environmental behaviors and sustainable development. There was no significant difference between the outcomes of the behaviors resulting from the two educational methods.

The oil price fluctuations are a debatable issue among scholars. Understanding the appropriate utilization of underground resources is paramount, considering their abundance and historical significance as a crucial source of financial income for Iran. However, oil shocks pose challenges to petroleum exporting nations due to fluctuating oil prices and their reliance on the global economy. This study employs Econometrics models and auto-regression analysis to investigate whether oil shocks significantly affect sustainable development in OPEC countries during 2000-2019. Findings reveal a 'resource curse' affecting the analyzed nations, with rising oil prices having no substantial impact on their gross domestic product. Furthermore, increased oil revenues drive inflation, impeding urbanization and exacerbating inequality (Gini coefficient), indicative of the 'Dutch disease phenomenon. In conclusion, policymakers should prioritize the economy's size and reduce investment risks by formulating attainable long-term plans concentrated on sustainable development indicators, aiming for more stable progress. Oil shocks notably influence the sustainable development of petroleum-exporting countries.
