An Evaluation of Kant's Theory of Perpetual Peace in the Field of Contemporary Political Philosophy(مقاله علمی وزارت علوم)
Philosophical sketch of Immanuel Kant (1724-1804) on the primary conditions for Peace and co-existence between states is reflected in his Perpetual Peace. In Kant's view, three primary conditions of perpetual peace of a republican government in every country are based on a civil constitution, establishment of a federation of free states, and cosmopolitan right of individuals as world citizens. The foundations of republican system, i.e. freedom for all members of the society as human beings, belonging of each individual to a public code of law as subject, and equality before law as a citizen, are important in Kant's political philosophy. Two primary responsibilities for Kant's federation of free states, i.e. non-interference in the internal affairs of member states, and upholding of a unified front against extraterritorial aggression, suffer from ambiguity and inadequacy, and is therefore vulnerable. Kant's formulation of "a unified world government" is cautionary and conditional; for it can be ended to despotism and decline.

This article analyze Turkey's aggressive foreign policy in the face of the Syrian crisis with an explanatory method and from the perspective of defensive realism. Therefore, the main question of the research is, why Turkey's foreign policy in the Syrian crisis is aggressive? The temporary answer is that Turkey, by perceiving the threat of extremists spilling over into its internal borders, threatening the autonomy of the Syrian Kurds, as well as Turkey's long-term geopolitical prospects, has led its aggressive foreign policy in the Syrian crisis. The findings of the study indicate that as the crisis intensifies near the Turkish border, Turkish decision-makers have increased the level of military violence in the Syrian crisis. In other words, there is a positive correlation between the extent to which Turkey receives a threat from the Syrian crisis, and the degree to which its foreign policy is becoming more aggressive. The method of data collection in this research is based on the library method which includes the simultaneous use of domestic and foreign scientific articles.

Informational and Analytical Systems for Forecasting the Indicators of Financial Security of the Banking System of Ukraine(مقاله علمی وزارت علوم)
حوزههای تخصصی:
The article is devoted to the modern development of high technologies and computer technology greatly enhanced the development of automated banking systems of banking sector organizations and allowed the synthesis of information and communication technologies for their formation. The main purpose of the article is to select the main indicators for assessing the level of financial security of the banking system of the state and identify promising areas of its development using forecasting models. In the process of research such analytical functions have been used: polynomial, exponential, power and logarithmic. The authors believe that the information and analytical provision of the financial security of the bank is an information provision that combines, on the one hand, information work, that is, ways, means and methods of collecting the necessary information, and on the other - analytical work, which includes forms and methods of information analysis and processing, which ensures an objective assessment of the situation and the adoption of a balanced management decision. As a result, forecast models were built for each of the indicators and also, it has been found that most indicators of the banking system of Ukraine in 2021-2023 will remain at “unsatisfactory” and “critical” levels. In conclusions it was proposed to introduce measures that would be aimed at improving the reliability and stability of the banking system of Ukraine.
Developing Political Theory: The State for Farabi vs. Hobbes(مقاله علمی وزارت علوم)

According to Thomas Hobbes, public should and they normally accept what they find in place just because the alternative is destabilization and chaos. In this paper, I will argue that in Farabi’s theory the government actually would put its pace forward. As Farabi saw it, the state not only is the source of some benefits but also should be and is the source of human beings’ virtue and happiness. For Farabi, the first governor of the state resembles the heart in a body, or a physician in a city. Farabi’s utopia literally meaning ‘the excellent state’, consists of five levels. On the first level stands the philosopher or the prophet. The second level includes poets, music composers, writers and the likes of them. Farabi strongly believes in the power of imagination and that most people are under the influence of their imaginative faculty. This notion has an important outcome which influences his view on religion, prophet, and their relation with the public: images, in his view, are the most powerful means of influencing the public.
The Concept of State in Exercising the Jurisdiction of the International Criminal Court: The Palestine Situation(مقاله علمی وزارت علوم)
حوزههای تخصصی:
The International Criminal Court (ICC, the Court) enables States to pursue the ideal of international criminal justice without imposing formal conditions. Since only States can become members of the Court, a fundamental question arises: is statehood necessary for the Court to exercise its jurisdiction according to the provisions of public international law? This paper hypothesizes that the primary criterion for the Court is its objectives and the existence of conditions for exercising territorial jurisdiction, even in the absence of clearly defined borders. Employing a descriptive-analytical research method, this study draws upon legal doctrine, international documents, and general legal principles. It examines two perspectives within public international law and international criminal law to critically analyze the decision of Pre-Trial Chamber I regarding Palestine. The findings suggest that in exercising its jurisdiction, the Court operates independently of the rigid criteria traditionally associated with the concept of statehood in public international law.
The Grey Areas of Self-Determination: Double Standard of Recognition in International Law(مقاله علمی وزارت علوم)
حوزههای تخصصی:
This paper critically examines the international legal and political precedents surroundingthe principle of self-determination, beginning with the dissolution of Yugoslavia, particularlythe Kosovo War, and juxtaposes it with the global responses to analogous separatist claimsin Abkhazia, South Ossetia, Crimea, Luhansk, Donetsk, as well as the ongoing situations inPalestine and Somaliland. Through a comparative analysis of these cases, the paper exposesthe international community’s selective recognition of independence movements, wheresimilar claims are met with divergent responses based not on consistent legal standards buton geopolitical interests and strategic alignments. The study argues that the recognition ofKosovo as an independent state, despite bypassing the UN Security Council, has created aprecedent that is now invoked selectively to either support or delegitimize other secessionistclaims. This inconsistency reveals an underlying double standard in the application ofinternational law, wherein the principles of territorial integrity and self-determination areinstrumentalized to serve the hegemonic objectives of powerful states, thereby eroding thenormative coherence and credibility of the United Nations Charter and the internationallegal order it was designed to uphold.
