Maritime terrorism is as old as its history. From ancient times to the first decade of the 21st century, perpetrators of all kinds of violence, including kidnapping, sabotage and direct attacks on targets, have inhabited the high seas as well as the wider marine environment. Terrorism at sea becomes important when a significant part of the world's trade is carried out by sea. One of the challenges of dealing with terrorism at sea and the inefficiency of the means to deal with it is found in the Convention on the Law of the Sea. Therefore, security in the seas is also considered a part of this convention; But in it, the issue of maritime terrorism is not addressed separately. Therefore, terrorist crimes in the seas and the fight against them are among the issues raised in international law, especially the international law of the seas, so that the first measures in this direction also go back to the era of the League of Nations. However, this article tries to use the descriptive and analytical research method while measuring the mechanisms of dealing with crimes in the sea territory, and examines the way of dealing with and suppressing terrorist crimes. Of course, according to the concern of coastal communities and international organizations caused by maritime terrorism, a suitable solution can be proposed, which is the participation of private companies to help fight terrorism in the sea, despite the disagreement about this approach and legal basis. It acted in international law.

The Reality and Challenges of Saudi Arabia’s Quest for Regional Hegemony in the Middle East(مقاله علمی وزارت علوم)

This study aims to investigate Saudi Arabia’s quest for regional hegemony, including its objectives, initiatives, and difficulties. In other words, the degree to which Saudi Arabia has been successful in establishing itself as the region’s dominant power. It is crucial to thoroughly explain Saudi Arabia’s psychological and practical justifications for pursuing regional hegemony in this context. To examine the political discourses, reality, narratives, ambitions, and perspectives of Saudi Arabia and compare these with other regional powers in this area, as well as to highlight a number of context-specific constraints on Saudi Arabia’s aspirations for regional hegemony, is the goal of the research. In addition, it intends to investigate how external powers such as the United States, China, Russia, the European Union, and Turkey influence Middle Eastern regional dynamics based on their own vested interests. This analysis demonstrates that Saudi Arabia’s drive for regional hegemony is mostly restrained by external causes. First, despite its preeminent economic power, the country lacks strong military capabilities to provide a security shield for its friends in this region. Second, the sectarian politics and undiversified economy of the region make it unlikely that secondary nations will receive full public goods. Third, low economic integration, the perception of a common regional threat, the absence of a broad free trade arrangement, the superiority of hard power over soft power, and a lack of mutual trust among regional countries are significantly diminishing the acceptance of Saudi Arabia’s hegemonic role in the region. However, Saudi Arabia is deliberately involving regional partners and coalitions in regional growth. The country takes on the main task for reshaping the Middle East’s economy and elevating this region to success. If Saudi Arabia is successful in fostering regional integration, offering a security shield, encouraging trust building, and collaborating with other states in this region to address shared regional threats, it will have a greater chance than the majority of other states in the region to become the regional hegemon.

The Identity of the European Union and the Fight Against Terrorism

While other major global players emphasize the tangible characteristics of power, this alliance focuses on intangible power structures. For this purpose, this union is the only powerful normative identity player in the world community. Analysis of the position of this union in this context and its role in the fight against terrorism is the primary goal of the present article. Now, the main question is, what effect does the European Union's identity positioning have on this union's role in the fight against terrorism in the world system? According to the findings of the research, the European Union, be-sides enjoying normative identity advantages, as an essential international actor seeks an independent role in the fight against terrorism, but the lack of growth of standard military and security power in line with the development of normative power faces this union with a challenge and continues to rely on NATO under the leadership of the United States. The surge of terrorist activities in the territorial sphere of the European Union, the perceptual and psychological environment of the strategic and security policy-makers of the European Union on how to deal with terrorism, the specific attitude of right-wing European statesmen towards trends of terrorism, and the lack of social integration of Middle Eastern Muslim immigrants in European norms have led to more alignment and coherence of the European Union's strategic and security policies against terrorist movements.
