واکاوی پیامدهای حضور کارمندان با تحصیلات فرانیاز در بخش دولتی ایران: پژوهشی کیفی (مقاله علمی وزارت علوم)

چکیده
هدف: هدف این پژوهش واکاوی پیامدهای حضور کارمندان دارای تحصیلات فرانیاز در بخش دولتی ایران است. در سال های اخیر، رشد مدرک گرایی و محدودیت فرصت های شغلی باعث شده است که بسیاری از کارکنان با سطحی از تحصیلات وارد مشاغلی شوند که نیازمند این میزان تحصیلات نیست. این عدم تناسب تحصیل و شغل می تواند پیامدهای متعدد فردی، سازمانی و روانی ایجاد کند. با وجود گستردگی این مسئله در نظام اداری کشور، پژوهش های اندکی به بررسی عمیق اثرات آن بر نگرش شغلی کارکنان، عملکرد سازمانی و جو عمومی ادارات پرداخته اند. ازاین رو، این پژوهش درصدد است تصویری روشن و مستند از تبعات این پدیده در سازمان های دولتی ایران ارائه دهد. روش شناسی: روش به کاررفته در این مطالعه کیفی و از نوع اکتشافی است. برای گردآوری داده ها از مصاحبه های نیمه ساختاریافته با سی نفر از کارکنان ده سازمان دولتی استفاده شد که همگی بر اساس شرایط احراز پست، دارای تحصیلات فرانیاز محسوب می شدند. نمونه گیری به صورت هدفمند و با رویکرد تنوع حداکثری انجام شد و تا زمانی که داده ها به اشباع نظری رسیدند، ادامه یافت. تحلیل داده ها از طریق روش تحلیل محتوای کیفی انجام شد و برای افزایش اعتبار پژوهش از معیارهای چهارگانه لینکلن و گوبا شامل انتقال پذیری، تأییدپذیری، اتکاپذیری و اطمینان پذیری بهره گرفته شد. همچنین تمامی مراحل تحلیل کدها و طبقات با مشارکت چند پژوهشگر و بازبینی مشارکت کنندگان همراه بود تا صحت یافته ها تضمین شود. یافته ها: یافته های پژوهش نشان می دهد که پیامدهای تحصیلات فرانیاز در دو سطح کلی قابل دسته بندی است: نگرش شغلی کارکنان و جو سازمانی. در سطح نگرش شغلی، کارکنان دارای تحصیلات فرانیاز نارضایتی نسبت به شغل، احساس تبعیض در دریافت حقوق و ترفیع، تضعیف تعهد شغلی، کاهش اشتیاق و تعلق شغلی، بی معناشدن شغل، جریحه دار شدن عواطف شغلی، کاهش مشارکت در امور، بی رغبتی به همکاری و کاهش ابتکار عمل را تجربه می کنند. در سطح جو سازمانی نیز پیامدهایی همچون افزایش انتظارات شغلی و رفاهی، اختلال در تعاملات بین کارکنان، کاهش رفتارهای شهروندی سازمانی، بدبینی نسبت به مدیران، کاهش اعتماد سازمانی، تضعیف حس حمایت ادراک شده، کاهش نوآوری، ایجاد بیکاری پنهان، کاهش وفاداری سازمانی، تزلزل ارزش های فرهنگی مانند تکریم ارباب رجوع و شکل گیری انگاره های منفی نسبت به سازمان مشاهده شد. مجموعه این یافته ها نشان می دهد که تحصیلات فرانیاز صرفاً مسئله ای فردی نیست و به صورت مستقیم و غیرمستقیم بر فرهنگ، روحیه و کارآمدی سازمان های دولتی اثر می گذارد. نتیجه گیری: بر اساس نتایج پژوهش، تحصیلات فرانیاز پدیده ای چندوجهی با پیامدهای گسترده است که می تواند رضایت شغلی، بهره وری و روابط اداری را تضعیف کند و به شکل گیری جو منفی، بی اعتمادی و کاهش مشارکت در سازمان های دولتی بینجامد. ازاین رو، اصلاح رویکردهای استخدامی، بازنگری در شرایط احراز شغل، کاهش اتکای صرف بر مدرک تحصیلی، توجه همزمان به مهارت و تجربه، طراحی مسیر شغلی واقعی برای کارکنان دارای تحصیلات بالاتر و ایجاد نظام عادلانه ارتقا و جبران خدمات از جمله راهکارهای ضروری برای کاهش آثار منفی این پدیده است. توجه دقیق تر مدیران و سیاست گذاران به این پیامدها و اصلاح سازوکارهای منابع انسانی می تواند به بهبود فرهنگ سازمانی، افزایش تعهد کارکنان و ارتقای کارآمدی بخش دولتی منجر شود.A Qualitative Exploration of the Consequences of Employing Overeducated Employees in Iran’s Public Sector
Purpose: The purpose of this study is to explore the consequences of employing overeducated personnel within Iran’s public sector. In recent years, the expansion of academic credentials and limited job opportunities have led to a significant mismatch between employees’ educational attainment and the actual requirements of their positions. This misalignment may generate a wide range of individual, psychological, and organizational consequences. Despite the prevalence of this phenomenon across governmental institutions, few studies have examined its deeper effects on employees’ job attitudes, organizational dynamics, and workplace climate. Accordingly, this research seeks to provide a comprehensive and evidence-based understanding of the implications of overeducation among public-sector employees in Iran. Methodology: This study employed a qualitative, exploratory research design. Data were collected through semi-structured interviews with thirty employees from ten governmental organizations, all of whom were identified as overeducated based on the educational requirements of their positions. Participants were selected through purposive sampling with maximum variation, and interviews continued until theoretical saturation was achieved. Data analysis was conducted using qualitative content analysis, and the credibility and rigor of the research were enhanced through the application of Lincoln and Guba’s criteria of transferability, confirmability, dependability, and credibility. Multiple researchers participated in coding and verifying the categories, and participant checking was used to ensure the accuracy of interpretations. Findings: The findings indicate that the consequences of overeducation manifest in two overarching domains: employees’ job attitudes and the broader organizational climate. Regarding job attitudes, overeducated employees reported dissatisfaction with their work, perceived inequities in compensation and promotion, weakened job commitment, diminished enthusiasm and attachment to their roles, a sense of meaninglessness at work, emotional strain, reduced participation, reluctance to collaborate, and a decline in creativity and initiative. At the organizational level, overeducation was associated with heightened expectations for rewards and career advancement, disrupted interpersonal interactions, reduced organizational citizenship behavior, increased distrust toward managers, weakened organizational support, lower levels of innovation, the emergence of hidden underperformance, declining organizational loyalty, and erosion of cultural values such as respect for clients. These findings demonstrate that overeducation is not merely an individual concern; rather, it produces substantial effects on organizational culture, teamwork, morale, and the overall effectiveness of public-sector institutions. Conclusion: The study concludes that overeducation is a multifaceted phenomenon with widespread consequences that can undermine job satisfaction, productivity, and interpersonal relations, while also fostering a negative and distrustful organizational atmosphere. Given these implications, it is necessary to reform recruitment practices, revise job qualification criteria, reduce excessive reliance on academic credentials, and incorporate skills and experience into hiring and promotion decisions. Additionally, designing realistic career pathways for highly educated staff and establishing fair systems of advancement and compensation can mitigate the negative outcomes observed. Greater managerial and policy-level attention to the consequences of overeducation can contribute to stronger organizational cultures, higher employee engagement, and improved effectiveness across the public sector.
