چکیده
از مهم ترین مزیت های ترانزیتی کشور، موقعیت دریاپایگی کشور است که ارزش ترانزیت در آن را دوچندان کرده است و به موقعیت های ترانزیتی خشکی پایه کشور معنایی دیگر بخشیده است. از سویی دریاپایگی ارتباط بلافصلی با موقعیت ژئوپلیتیک کشور دارد و ضرورتی انکارناپذیر با دست یابی به موقعیت برتر ترانزیتی و ارتباطی کشور دارد. در این راستا، توسعه ترانزیت در دنیای به هم پیوسته کنونی، توسط شبکه ای از فعالیت های لجستیکی جهانی هدایت می شود و وجود یک شبکه رقابتی از خدمات لجستیک جهانی، ستون فقرات تجارت بین الملل را تشکیل می دهد. از این رو، با درک این ضرورت و اهمیت نقش فراهم سازی لجستیک دریایی اجتناب ناپذیر است و بر این مبنا می تواند اساس دست یابی کشور به چهارراه بین المللی و قطب شدن در ترانزیت باشد. تحقق این مهم با فراهم سازی زیرساخت های مدنظر چیزی جز تبدیل شدن ایران به هاب ترانزیتی و تجاری در منطقه و جهان نیست. اما دست یابی و فراهم سازی این مهم مستلزم آسیب شناسی و شناسایی چالش ها و موانعی است که در این راستا وجود دارد، تا بتوان به پیشنهادات راهگشای سیاستی و اجرایی ممکن در راستای بهبود زیرساخت های ترانزیت دریایی در افق پیشرفت دریاپایه کشور نائل آمد.Explaining the Geopolitics of Maritime Transit Infrastructure Capacities in Sea-Based Country Progress
One of the most important transit advantages of the country is the country's coastal location, which has doubled the value of its transit and has given another meaning to the country's land transit positions. On the other hand, seaport is directly related to the geopolitical position of the country and has an undeniable necessity to achieve the country's superior transit and communication position. In this regard, the development of transit in today's interconnected world is driven by a network of global logistics activities, and the existence of a competitive network of global logistics services forms the backbone of international trade. Therefore, by understanding this necessity and the importance of the role of providing maritime logistics, it is inevitable and, on this basis, it can be the basis for the country to reach the international crossroads and become a pole in transit. Realizing this important by providing the desired infrastructure is nothing but turning Iran into a transit and commercial hub in the region and the world. But the achievement and provision of this important thing requires pathology and identifying the challenges and obstacles that exist in this direction, so that possible policy and executive proposals can be made in order to improve the maritime transit infrastructure in the horizon of the development of the country's sea base.
