چکیده
زمینه و هدف: امروزه در رویکردی جهانی، مدیران ترافیک با دیدگاه مسئله محوری به استفاده از علوم میان رشته ای روی آورده و در فرایند تصمیم گیری از ویژگی های مشارکتی، رفت و برگشتی، تأملی و خلاقانه استفاده می کنند. بنابراین هدف اصلی این پژوهش مطالعه اصول راهبردی مدیریت میان رشته ای در ترافیک می باشد.روش: این تحقیق از نظر هدف کاربردی، از منظر ماهیت ترکیبی با رویکرد اکتشافی بود. مشارکت کنندگان در بخش کیفی خبرگان دانشکده پلیس علوم و فنون راهنمایی و رانندگی و معاونت حمل و نقل و ترافیک شهرداری تهران و جامعه آماری در بخش کمی کارشناسان عالی تصادفات و کارشناسان حمل و نقل و ترافیک شهرداری تهران بودند. نمونه گیری در بخش کیفی به روش هدفمند مبتنی بر معیار و در بخش کمی به روش تصادفی طبقه ای متناسب با حجم نمونه، برابر با جدول مورگان تعداد 136 نفر بود. برای تحلیل داده های گردآوری شده در بخش کیفی تحقیق از تحلیل دو سطحی تم با استفاده از نرم افزار MAXQDA2022 و در بخش کمی از تحلیل عاملی تأییدی و برای اعتبارسنجی مدل به دست آمده از نرم افزارSmart PLS استفاده شد.یافته ها: ابعاد اصول راهبردی مدیریت میان رشته ای در ترافیک از دیدگاه کارشناسان عالی تصادفات و کارشناسان حمل و نقل شهرداری شامل مدیریت مشارکتی با مقدار آماره تی 643/38 ، زیرساخت های قانونی-اجرایی با مقدار آماره تی 959/37، ارتباط با صنعت با مقدار آماره تی521/32 و مدیریت ارزیابی با مقدار آماره تی 571/7 بوده که بیشترین تأثیر مربوط به بٌعد مدیریت مشارکتی و کمترین تأثیر مربوط به بٌعد مدیریت ارزیابی بود. ضمناً بارهای عاملی تمامی ابعاد بیشتر از 5/0 بوده که در سطح 95/0 معنی دار می باشند.نتایج: پیش نیاز مدیریت میان رشته ای ترافیک، مشارکت، ارزیابی، ارتباط و نگرش چندبعدی است که لازم است بسترها و زیرساخت های قانونی، اجرایی و علمی آن فراهم شود. همچنین با توجه به ارتباط تنگاتنگ و پیوسته بین ابعاد مدیریت ترافیک، حرکت به سوی مدیریت میان رشته ای با ایجاد سازمان راهبر به عنوان متولی ترافیکِ کشور در این حوزه، نه فقط نیاز بلکه یک ضرورت است.Strategic principles of interdisciplinary management in traffic
Background and purpose: Nowadays, in a global approach, traffic managers with a problem-oriented perspective have turned to the use of interdisciplinary. they use collaborative, round-trip, reflective and creative features. Therefore, the main goal of this research is to study the strategic principles of interdisciplinary management in traffic.Method: This research was applied in terms of purpose, from the point of view of the combined nature with the exploratory approach. The participants in the qualitative part were the experts of the police faculty of traffic sciences and traffic techniques and the statistical community in the quantitative part were high accident experts and transportation and traffic experts of Tehran municipality. Sampling in the qualitative part by a purposeful method based on criteria and in the quantitative part by a stratified random method in proportion to the sample size, the number of 136 people was equal to the Morgan table. To analyze the collected data in the qualitative part of the research, two-level theme analysis was used using MAXQDA2022 software, and in the quantitative part, confirmatory factor analysis was used, and Smart PLS software was used to validate the obtained model.Findings: with the value of T-statistics 38/643, legal-executive infrastructures with the value of T-statistics 37/959, communication With industry with the value of 32.521 T statistics and evaluation management with the value of 7.571 T statistics, the greatest impact was related to the dimension of collaborative management and the least impact was related to the dimension of evaluation management. In addition, the factor loadings of all dimensions are more than 0.5, which are significant at the 0.95 level.Results: The prerequisite for interdisciplinary traffic management is participation, evaluation, communication and multidimensional attitude, which needs to be provided with its legal, executive and scientific foundations and infrastructures. Also, considering the close and continuous connection between the dimensions of traffic management, moving towards interdisciplinary management by creating a leading organization as the guardian of the country's traffic in this area is not only a need but a necessity.
