چکیده

ارزیابی بافت کالبدی شهر بابل با توجه به ویژگی های محلی و ساختار فضایی شهر و دلایل نیازمندی آن به بازساخت فضایی از منظر رویکرد شهر هوشمند ضروری است، چراکه مدیریت شهری می تواند حوزه های تعریف شده ای برای مناطق شهر در نظر بگیرد که باید همراه با استانداردهای تکنولوژیک و سیاست های متناسب باززنده سازی اقتصادی و اجتماعی روز در قالب توسعه فناورانه به مدد شهر هوشمند باشد. این پژوهش در زمره تحقیقات کاربردی است که با روش تحلیلی و رویکرد کمی انجام گرفته است. جامعه آماری پژوهش حاضر شامل دو بخش خبرگان، که تعداد 20 نفر بر اساس نمونه گیری در دسترس و ساکنان شهر بابل مبتنی بر فرمول کوکران و نمونه گیری تصادفی می باشد. برای داده ها از دو روش سوارا، تعیین میزان اهمیت شاخص ها، و واسپاس، رتبه بندی مناطق شهری بهره گرفته شد. همچنین از آزمون های تی، تحلیل واریانس (ANOVA)، همبستگی، رگرسیون و آزمون تعقیبی شفه در نرم افزار SPSS و معادلات ساختاری در نرم افزار Amos استفاده شده است. مطابق نتایج، شاخص های اقتصاد هوشمند، دولت هوشمند، زندگی هوشمند، شهروند هوشمند، محیط زیست هوشمند و جابه جایی هوشمند، به ترتیب، در تحقق شهر هوشمند دارای اهمیت هستند. همچنین بر اساس نتایج واسپاس، منطقه یک شهر بابل از وضعیت مطلوب تری برخوردار است. لذا ضروری است تا متولیان امر توجه ویژه و برنامه ای کاربردی برای منطقه 2 و به طورکلی بافت شهر بابل در راستای هوشمند سازی و تحقق توسعه پایدار داشته باشند

Assessing the Feasibility of Smart City Indicators in the Contemporary Context of Iranian Cities the Case study of Babol City

It is necessary to evaluate the physical texture of Babol according to the local characteristics and the spatial structure of the city and the reasons for its need for spatial reconstruction from the perspective of the smart city approach because urban management can consider defined areas for the city areas that should be accompanied by With technological standards and appropriate policies, the economic and social revitalization of the day in the form of technological development will help the smart city. This research is applied research done with analytical methods and a quantitative approach. The statistical population of the current research includes two sections of experts, whose number is 20 based on available sampling and Babol city residents based on Cochran's formula and random sampling. Two methods of SWARA, determining the importance of indicators, and WASPAS, ranking urban areas, were used for the data. Also, t-tests, analysis of variance (ANOVA), correlation, regression and Scheffe's post hoc test were used in SPSS software and structural equations in Amos software. According to the results, the indicators of a smart economy, smart government, smart life, smart citizen, smart environment and smart mobility are important in realizing a smart city. Also, based on the results of WASPAS, one area of Babol has a more favorable situation. Therefore, it is necessary for those in charge to pay special attention and have an application program for Region 2 and the context of the city of Babol in general in order to make it smart and achieve sustainable development. Extended AbstractIntroductionIn the new paradigm of urban management, new roles and functions, such as the smart city have been included to lead the urban management system and citizens in correct policy-making, planning, supervision, guidance, and rational control of urban life. The context of the city of Babylon in terms of spatial information infrastructure and the smart city, which is increasing relatively, and every day must gain its ability to respond to the needs of a new life more and more and be filled with life and habitation, and be upgraded in terms of biological order to be able to People's participation and supervision should be increased to improve the quality of spaces and practically do not hinder the achievement of other sustainable development goals. Urban planners are always looking for a way to improve urban interactions by searching for new models to provide various types of urban services and cultural events in various ways. In the first step, the current research tries to evaluate the physical fabric of the city of Babylon according to the local characteristics and the spatial organization of the city and the region and the reasons for its need for spatial reconstruction from the perspective of the smart city approach because urban management can consider defined areas for urban areas, which technological standards and appropriate policies for the economic and social revitalization of the day in the form of technological development with the help of a smart city should accompany. MethodologyThe current research is in the applied research category, which was conducted using the case-analytical and quantitative approaches. In order to collect and prepare the required information, field and library methods have been exerted. The statistical population of this research, using the SWARA method, includes a group of experts in urban studies, 20 of whom were selected by convenience sampling. The WASPAS method includes the residents of Babol, 384 people using the Cochran method and random distribution. In the first step, the indicators of the smart city were identified by reviewing the theoretical foundations and previous sources. The indicators in the form of a questionnaire, which had a 5-point Likert scale, were distributed among the statistical samples. SWARA multi-indicator weighting method was used to analyze the obtained information and evaluate the degree of importance of each index. Also, the WASPAS method has been used to determine the benefit of each studied region from the investigated indicators. In the following, one-sample t-tests, one-way analysis of variance (ANOVA), Pearson correlation, multiple linear regression, and Scheffe's post hoc test were used in SPSS software to analyze the data. In the final part, in order to model structural equations in AMOS software, the most important indicators of the smart city were studied in evaluating the texture of Babol. Results and discussionIn the first part, the evaluation results of the t-test show that the average indices of the representative elements of the city of Babol compared to the ideal values of each index show that the average of both regions is more than 3, a higher level than the average. In general, Region 1 is in a better situation; the results of the Q value ranking show that Region 1 has a favorable situation than Region 2. According to the results, the relationship and correlation of the general index of the representative elements of the Babol city texture and its 12 evaluated indicators with the smart city approach were confirmed at a confidence level of 99%, and an error level of less than 0.001, all of them were positive and directly significant. According to the evaluation results of the correlation test, the strongest relationship among the investigated indicators is the social culture index and then the naturalness index, sustainable urban environment, balance, interconnectedness from the inside, compatibility of systems, the relationship between components and components with the whole (hierarchy of science), safety and security, similarity or diversity, holism, interaction between the user and the environment and urban facilities respectively with the smart city approach. Based on beta values, the effect of all independent variables except the urban facilities index is statistically significant. The results also show that the highest beta values are respectively related to naturalness indicators, the interaction between user and environment, connection between parts and parts with the whole (hierarchy of knowledge), interconnectedness from within, social culture, safety and security, the sustainable urban environment balance, compatibility of systems, similarity or diversity, holism, and urban facilities. ConclusionThe results of this research, while agreeing with the results of previous ones, show that in addition to the richness of theory and methodology, it opens a new epistemology around the smart city, which is recently mentioned in the foreign literature with titles such as smart livable cities, smart and creative urban places SRUP), Smart City Tech project or smart city model to accelerate smart transformation based on information and communication technology (ICT) and sustainable smart city regeneration approach (Smart-SUR) with innovative "institutional", "project", and "budget" components in projects. The intelligence of big cities is mentioned.
