رژیم های چندجانبه کنترل صادرات و امنیت جمهوری کره (مقاله علمی وزارت علوم)

چکیده
تغییر معادلات و ارتباطات امنیتی در شبه جزیره کره در دوران پسا جنگ سرد سبب اهمیت استراتژیک این منطقه در توازن قوای قدرت های بزرگ منطقه ای و جهانی و مناسبات امنیتی حاکم شده است. در این محیط، کره جنوبی یک بازیگر قدرتمند اقتصادی و تأثیرگذار محسوب می شود که با توجه به تهدید کره شمالی سعی دارد نقش فعال تری را در جهت افزایش امنیت خود ایفا کند. کره جنوبی در کنار اتحاد استراتژیک دفاعی با امریکا از گزینه های دیگری نیز برای افزایش امنیت دفاعی و اقتصادی خود استفاده می کند که یکی از آنها عضویت در رژیم های چندجانبه کنترل صادرات می باشد. با افزایش رشد اقتصادی کره جنوبی به وسیله صنعتی سازی کالاهای صادراتی و توانایی این کشور در صادرات اقلام دفاعی و همچنین علاقه مندی شرکت های کره جنوبی برای مراودات تجاری با جهان اتخاذ استراتژی هایی برای عضویت در رژیم های کنترل صادرات حائز اهمیت می باشد. حال سؤال مقاله حاضر این است که چگونه رژیم های چندجانبه کنترل صادرات بر امنیت کره جنوبی تأثیر می گذارد؟ به عبارت دیگر عضویت در رژیم های کنترل صادرات چگونه بر امنیت دفاعی و اقتصادی کره جنوبی مؤثر است. یافته ها نشان می دهد، کره جنوبی با عضویت در اکثر رژیم های کنترل صادرات پیوستگی خود را با بلوک غرب حفظ می کند و امنیت انتقال تکنولوژی در صادرات منطقه شرق آسیارا برای کشور خود تأمین می کند و همچنین بااستفاده از ترتیبات و قوانین رژیم های کنترل صادرات با تهدیدات امنیتی منطقه ازجمله کره شمالی مقابله می نماید.The Impact of Multilateral Exports Control Regimes on Security of the Republic of Korea
Changing security equations and communications in the Korean peninsula during the post-cold war era made this region a strategic feature in balance of power among the regional and international players and also an important part of the regional security dynamics. In this atmosphere, South Korea is an influential economic power which due to the North Korean threat, tries to play a more active role in enhancing its security. Besides its strategic defensive alliance with the United states, South Korea also uses some other options to enhance its economic and defensive security, one of which being membership in Multilateral Exports Control Regimes. With South Korea’s exports rising by use of industrialization of export goods, and its capability in exporting defense items and its interest in trade transactions with the world, adopting necessary strategies for membership in Multilateral Exports Control Regimes is of great significance.
Now, the question of this research is how the multilateral export control regimes affect the security of South Korea? In other words, how does joining the multilateral export control regimes affect South Korean economic and defensive security? Findings show that by joining the majority of export control regimes, South Korea keeps its affinity with the western bloc and provides itself with the security of technology transportation in the East Asian region. By use of regulations of export control regimes, It also fights against the regional threats, including North Korea.
