چکیده
هدف از این پژوهش، واکاوی سیر تکاملی از حقوق زیستی به حقوق اجتماعی و شهروندی در برنامه های توسعه اقتصادی، اجتماعی و فرهنگی ایران است. پژوهش حاضر با استفاده از روش توصیفی-تحلیلی و به شیوه تحلیل محتوا با نگاه نظام مند و همه جانبه به بررسی حقوق شهروندی در برنامه های شش گانه توسعه جمهوری اسلامی ایران (۱۴۰۰ ۱۳۹۶) می پردازد. نتایج نشان داد که برخورداری از محیط زیست شایسته، سالم و امن یک حق بشری محسوب می شود. در برنامه اول توسعه، کلیه طرح های عمرانی به صورت ملی اجرا گردید که این امر باعث ایجاد بسترهای لازم برای اجرای طرح های استانی در برنامه دوم شد. در برنامه دوم توسعه، حفظ جنگل ها و ممانعت از آلودگی آب و هوا به صورت سه تبصره حفاظت از منابع طبیعی با تأکید بر جنگل ها، تضمین بهره برداری از منابع و پیش گیری از آلودگی هوا و آب آورده شد. برنامه سوم توسعه موضوعات حفاظت از منابع طبیعی را دربرگرفت. برنامه چهارم توسعه اسناد بالادستی را مورد حمایت قرار داده است. در برنامه پنجم توسعه، مواد قانونی مربوط به آموزش همگانی و اطلاع رسانی محیط زیستی در سطح ملی و منطقه ای و جلوگیری از شکار بی رویه مطرح گردید. درنهایت، برنامه ششم توسعه، حق بر محیط زیست پایدار را به عنوان یک حق بشری و حقوق شهروندان در جامعه ایران نشان داد.Evolution from biological rights to social and citizenship rights in economic, social, and cultural development programs of Iran
The aim of this research is to investigate the evolutionary process from biological rights to social and citizenship rights in Iran''s economic, social, and cultural development programs. The present study deals with the citizenship rights in the six development programs of the Islamic Republic of Iran (2017-2021) using the descriptive-analytical and content analysis method with a systematic and comprehensive view. The results of the research illustrated that enjoying a decent, healthy, and safe environment is considered as a human right. In the first development program, all construction plans were implemented nationally, which created the necessary foundations for the implementation of provincial plans in the second program. In the second development program, the preservation of forests and prevention of air and water pollution were given in the form of three notes on the protection of natural resources with an emphasis on forests and ensuring the exploitation of resources and prevention of air and water pollution. In the third development program, the issues of natural resources protection were included. In the fourth program, the development of upstream documents has been supported. In the fifth development program, the legal articles related to public education and environmental information at the national and regional level, prevention of illegal hunting, and economic valuation of natural resources have been implemented from the fourth development program. Finally, the sixth development program emphasized on the right of a sustainable environment as a human right and the rights of citizens in Iranian society.
