چکیده
همکاری و از طرفی کشمکش و تعارض منافع از ویژگی های رفتار دولت ها در سیاست بین المللی است و محیط خودیار بین المللی دولت ها را به جستجوی ابزارهای موثر جنگ و مزیت های نظامی برای دفاع از کلیت و موجودیت خود کرده است. این تقلای برای بقا و حفاظت از خود در محیط ناامن بین المللی به دگرگونی در فناآوری جنگ و سلاح های نظامی منجر شده است. به طوری که انواعی از سلاح های شیمیایی، میکروبی و هسته ای که به عنوان سلاح های کشتار دسته جمعی شناخته می شوند توسط قدرت های بزرگ و دولت های پیشرفته صنعتی ابداع شده و در بین دیگر بازیگران نیز پخش و تکثیر شده است. این تحول در ابزار جنگ، هزینه های زیست محیطی و اقتصادی قابل ملاحظه ای به بار آورده است. به عبارتی همزمان با پیشرفت و ترقی جوامع توسعه یافته در عصر مدرن بر انواع تسلیحات نظامی نیز افزوده شده است که در نوع خود هزینه ها و آسیب های مختلفی را ایجاد کرده است. در این مقاله به بررسی قواعد ممنوعیت استفاده از سلاح های کشتار دسته جمعی و چالش های آن با توجه به نظریه های نوواقع گرایانه پرداخته شده است، هم چنین هنجارها و قواعد و ارزش هایی که بر ممنوعیت کاربرد تسلیحات کشتار جمعی در مخاصمات بین المللی تاثیر می گذارد مورد بررسی قرار گرفته استProhibition of the use of weapons of mass destruction in international armed conflicts
Cooperation and conflict of interest are features of the behavior of governments in international politics, and the international self-help environment has led governments to seek effective tools of war and military advantages to defend their totality and existence. This struggle for survival and self-preservation in an insecure international environment has led to a shift in warfare technology and military weapons. So that the types of chemical, microbial and nuclear weapons known as weapons of mass destruction have been invented by the great powers and the advanced industrial governments and have been distributed and propagated among other actors. This shift in the tools of war has resulted in significant environmental and economic costs. In other words, along with the progress and development of societies developed in the modern era, various types of military weapons have been added, which has caused various costs and damages. This article examines the rules for the prohibition of the use of weapons of mass destruction and its challenges with respect to neo-realist theories, as well as the norms, rules and values that affect the prohibition of the use of weapons of mass destruction in international conflicts.
