نقش چابهار در همگرائی منطقه ای : مطالعه موردی جاده کتان (مقاله علمی وزارت علوم)

چکیده
تحولات در نظام بین الملل و ظهور قدرتهای اقتصادی در قاره آسیا ، اهمیت این قاره را در نظم اقتصادی آینده جهان دو چندان نموده است. پروژه های همگرائی منطقه ای مانند "یک کمربند یک جاده" و "جاده کتان" توسط چین و هند، گامی بلند برای رسیدن به این هدف می باشند. کلید اصلی پروژه جاده کتان ، بندر چابهار است. این بندر که در کنار دریای عمان قرار گرفته ، فرصتی برای هند ایجاد می کند تا به مسیر باستانی جاده ابریشم و آسیای مرکزی و افغانستان بپیوندد . از سوی دیگر، چابهار به علت قرارگرفتن در کناره دریای عمان و اقیانوس هند، هند ، ایران و همچنین اسیا و اروپا را به هم وصل می کند و می تواند عامل مهمی در تسهیل همگرائی منطقه ای باشد. پرسش اساسی این پژوهش این است که چابهار چه نقشی در همگرائی منطقه ای دارد؟ و پروژه جاده کتان از چه جایگاهی در این همگرائی برخوردار است؟ فرضیه مطرح شده در پاسخ، این است که چابهار به علت موقعیت ژئو استراتژیک و ژئو پولتیک ، نقش سازنده ای در ایجاد منافع مشترک و ایجاد همگرائی منطقه ای میان ایران، روسیه، کشورهای آسیای مرکزی، افغانستان و هند دارد و پروژه جاده کتان نیز به واسطه جایگاه کلیدی در سیاست خارجی هند مبتنی بر "سیاست پیوستن به آسیای مرکزی" ، می تواند مکمل تحقق این همگرائی باشد. این مقاله با روش توصیفی-تحلیلی و با استفاده از منابع اولیه و ثانویه شامل اسناد، گزارشها، کتب، مقالات و سایت های اینترنتی انجام می شود.Chabahar Role in Regional Convergence: A Case Study of the Cotton Route
Developments in the international system and the emergence of economic powers in the Asian continent have doubled the importance of the Continent in the future economic order of the world. Two major economic projects 'One Belt One Road' and 'cotton Route' by China and India are a big step towards achieving the great goal. Chabahar Port is the key of the Indian Cotton Route project. Located along the Oman Sea, the port provides an opportunity for India to join the ancient Silk Road route to Central Asia and Afghanistan. On the other hand, due to its geo-strategic position, Chabahar is the transplant factor between India, Iran as well as the continents of Asia and Africa, therefore, can play an important role in facilitating regional convergence .This research tries to answer the question as what is the role of Chabahar in the regional convergence? And what is the status of the Cotton Route project in the convergence? The hypothesis to answer the question is that due to its geo-strategic and geo-political and geo-economic position, Chabahar have an important role to create a common interest between Iran, Russia, central Asian states, Afghanistan and India in regional convergence, and The Cotton Route project can also be a complement to this convergence through the key role it plays in Indian foreign policy based on the 'Connect Central Asia Policy'. This paper is based on an analytical- descriptive method using both primary and secondary data including documents, reports, books, articles and web sites.
